Primary objective
Manage the Commercial Passenger Vehicles business unit and provide expert advice, research, analysis, legislative and policy
development on the operation and regulation of commercial passenger vehicles in the Northern Territory, including supporting the
Director Regulation and Compliance to develop and implement industry reforms and service improvements.
Key duties and responsibilities
1. Provide expert advice and oversee the development and implementation of the legislative and policy framework for the
operation of all Commercial Passenger Vehicle (CPV)s throughout the Northern Territory.
2. Facilitate the development and implementation of strategies to effectively and efficiently monitor industry compliance with
the CPV regulatory framework.
3. Research and analyse qualitative and quantitative data, critically appraising information, evaluate results and weigh up options
and provide recommendations to support the development of short, medium and long term CPV initiatives.
4. Manage complex complaints and investigations regarding the operation of CPVs (including ensuring integrity of processes).
5. Manage the operations, budget and staff of the business unit to ensure it achieves strategic objectives and outcomes.
6. Prepare ministerial correspondence including Cabinet Submissions, briefs and other high-level correspondence and reports.
7. Develop and maintain effective relationships with national and local government, industry, community and other key
stakeholders.
Selection criteria
Essential
1. Demonstrated ability to provide effective leadership and management practices, including human resources, finance, budget
and procurement and information management systems.
2. Demonstrated ability to plan strategically, establish priorities and evaluate results within a politically sensitive environment.
3. Demonstrated capability to facilitate the development of practical, innovative solutions to complex problems within legislative
frameworks and government policies.
4. Demonstrated experience in policy formulation, development and implementation, including a sound understanding and ability
to interpret legislation.
5. High level oral and written communication skills, including the ability to successfully negotiate with and influence diverse
groups, and communicate technical and complex issues in plain language.
6. Excellent ability to develop and maintain strong working relationships with local and national bodies, industry, government and
key stakeholders, including an ability to interact effectively with people of diverse cultures.
Desirable
1. Sound knowledge of the Northern Territory CPV industry and related legislation.
2. Tertiary qualifications in a related field.
