Job Title: Infrastructure and Capital Works Manager

Program: Operations

Location: Alice Springs

Classification: WDNWPT Enterprise Agreement 2022 – Administrative Worker Level 6

Reports to: Deputy CEO

About the Role:

The Infrastructure and Capital Works Manager is responsible for managing the lifecycle of all Purple House building assets. This involves planning and delivering facilities maintenance, small to medium/large capital works improvement projects as required, and liaison with landlords and lessors (including government) for a range of property assets.

The role will work closely with the Fleet and Assets team and manager, who are responsible for the day-to-day repairs and upkeep of Purple House properties, including coordination with landlords and their nominated agents to schedule any required repairs etc.

Main Responsibilities:

* Work with the Purple House Senior Management team to forecast infrastructure and capital works budgets and plans based on a range of factors including scheduled & ad hoc maintenance, refurbishment & upgrades, transition into operational status of new locations/sites.
* Review and assess the systems, structures and processes which support the management and maintenance of the Purple House property portfolio. Where there are any material gaps or risks identified in the current or historic support structures, develop plans and proposals for the remediation and strengthening of those systems to ensure a strong foundation for current asset management and future growth.
* Work with internal and external stakeholders to communicate and collaborate on the delivery of the preventative maintenance and capital improvement program to ensure minimal service interruption.
* Work closely with the Fleet and Assets Manager and team to ensure an open, collaborative model to support the day to day and strategic maintenance and repair/improvement of the Purple House property portfolio.
* Proactively collaborate with Risk & WHS Coordinator to ensure assets (facilities and plant) are inspected on a regular basis in compliance with the WHS (National Uniform Legislation) Act 2011.
* Develop/refine and deliver a coordinated and systematic approach so that Purple House building assets are maintained to an appropriate level and standard to support the ongoing delivery of client services and achieve key service delivery objectives.
* Provide project management advice to relevant teams / external stakeholders. This may include property maintenance, refurbishment or upgrades planning as well as leases, contractual arrangement etc around current, expiring and future property access arrangements.
* Identify and scope future capital improvement projects and actively seek funding sources to support the delivery of identified projects.
* Manage procurement processes in accordance with probity standards, Purple House policy, and manage contractor performance including contract administration.
* Ensure that records are created and managed according to the Records Management policy and procedures.
* Contribute to team goals and participate in organisational initiatives, strategic planning and general activities as required.
* Promote a safe work environment in accordance with legislative requirements, adhere to Work Health Safety guidelines, and reports all incidents and near misses.
* Other duties as required within trained capacity and classification.

Selection Criteria:

* Qualifications in Building Construction, Project Management or similar (cert IV minimum) - Building or trades qualifications acceptable alternative.
* Demonstrated experience scheduling works across multiple projects, developing project plans and managing capital works budgets.
* 3+ years Project / Building Management or related experience.
* Intermediate to advanced computer literacy, comfortable using business productivity suite such as MS Office and computerised maintenance management/asset management systems management.
* Demonstrated ability to effectively collaborate with a variety of internal and external stakeholders to develop and deliver multi-year, high level, future focused plans based on a variety of factors and constraints.
* Sound knowledge of current WHS legislation and commitment to quality improvement.
* Well-developed skills in developing and maintaining key relationships, conflict management, negotiation and problem solving.
* Able to work effectively individually and collaboratively in a team.
* Well-developed attention to detail and critical thinker.
* High level of initiative and strong communication skills both written and verbal.
* Experience working for an Aboriginal organisation and awareness of the issues pertaining to this region.
* Recent (less than 6 months old) National Criminal History Check.
* Covid Vaccination (2 jabs + 1 booster).
* Unrestricted driver license to be able to drive in the NT.

Desirable:

* Experience in managing risk identification, remediation, and reporting processes related to property / asset management including prioritising emergency response to infrastructure or safety issues.
* 4WD/off road driving experience.
