Job Description

Randstad is recruiting for a highly versatile Manager (Business Services) to lead a multidisciplinary corporate function for a Public Sector Entity based on the Gold Coast. This is a critical, temporary engagement starting ASAP until December 2026, with the possibility of further extension. This role is classified at the AO8 level and offers a highly competitive casual hourly rate of $97.66 to $103.19 plus superannuation, based on a full-time working week.

This strategic leadership role is designed for a professional who thrives in managing complex corporate services within a high-accountability government environment. The Role In this role, you will serve as a key member of the management team, providing specific expertise to support the delivery of organisational strategy and programs.

You will strategically manage the development, implementation, monitoring, and review of business service support and service delivery functions. Key responsibilities include, but are not limited to: Direct a comprehensive business services portfolio and high-performing team across integrated functions, including Finance, HR, Procurement, Information Management, and Corporate Administration, to drive a culture of operational excellence, statutory compliance, and organisational accountability.

Provide high-level strategic advice to the Executive Leadership Team, authoring complex reporting, briefing papers, and submissions that inform critical decision-making. Oversee organisational adherence to public sector frameworks, statutory obligations, and legislative requirements, ensuring rigorous internal controls, ethical procurement standards, and audit readiness across all units. Oversee the entity's information management frameworks, ensuring data integrity, compliance with public record-keeping standards, and the security of corporate information systems.

Lead the development and monitoring of the entity's budget, including the preparation of business cases, management reports, and the certification of Financial Statements. Foster an accountable, inclusive, and safe workplace by implementing contemporary, directive-aligned HR practices, including performance management frameworks, employment equity, and robust safety systems. Champion change initiatives and continuous system enhancements to modernize corporate service delivery and streamline organisational efficiency.

Skills/experience required: Expert knowledge and practical application of Queensland Government public sector frameworks, corporate governance arrangements, and statutory processes. Demonstrated experience leading high-performing teams and delivering integrated corporate services across Finance, HR, end-to-end Procurement, Information Management, and Corporate Administration.

Demonstrated experience managing complex budgets and workforce establishments in accordance with relevant Government Directives and Financial Management standards. The ability to critically analyse complex situations, identify long-term implications, and develop proactive contingency plans for financial and information assets. Exceptional experience in authoring high-level reports, briefing papers, and submissions for Boards and Executive stakeholders.

Demonstrated ability to navigate complex governance frameworks with high integrity, acting as a steady influence and providing clarity in uncertain situations. Prior experience in an equivalent senior leadership role or relevant tertiary qualifications in Business, Accounting, or Human Resource Management is highly desirable.
