Role Overview
Reporting to the Deputy Secretary, Planning, Integration and Passenger, you will hold enterprise accountability for how Transport for NSW prioritises its development pipeline, manages assets across their lifecycle, and makes informed, defensible investment decisions. With full breadth and depth of visibility across all assets, programs and regions, you will provide a system-wide view across modes, geographies and delivery models. You will guide enterprise frameworks, shape prioritisation models, and exercise strong executive judgement to ensure that decisions are aligned to strategic intent, customer outcomes and long-term value.
Strategic Asset Management sits at the core of your role. As the enterprise Asset Custodian Accountable Manager, you will lead end-to-end transport asset management, embedding consistent lifecycle thinking, performance assurance and risk-based decision-making across the portfolio. You will oversee the development pipeline, strengthening reporting, quality assurance and governance to support transparent prioritisation and effective delivery.
You will carry responsibility for a significant reform agenda, including rolling out new ways of working, simplifying and uplifting grant processes, and integrating asset and technology systems across road and transport assets into a single enterprise platform. Key focus areas include delivery oversight of committed programs, prioritisation across the country rail network, and the implementation of improved development, assurance and reporting disciplines across the pipeline.
Operating at the intersection of strategy, technical assurance and executive decision-making, you will provide authoritative advice to senior leaders, central agencies and Ministers' offices, bringing strong judgement, commercial acumen and a disciplined approach to managing risk in a complex, high-stakes environment.
About You
You are a senior executive with deep capability in strategic asset management and large-scale infrastructure environments, with experience spanning end-to-end lifecycle management, prioritisation and investment decision-making. Your background may come from transport, utilities, aviation, defence, energy or other complex infrastructure systems, where disciplined frameworks, strong governance and technical credibility are essential.
You bring strong executive judgement and are comfortable challenging constructively, influencing at the most senior levels, and guiding organisations through reform. You combine technical depth with commercial mindset, able to work effectively with both contractor-led delivery environments and internal workforces. You are an engaged people leader who can lift capability, provide clarity, and create a high-performing team aligned around purpose, standards and shared ways of working.
While government experience is advantageous, it is not essential. What matters is your ability to operate with confidence in complex governance environments, manage risk, and lead system-wide change that delivers enduring public value.
