Primary objective
Provide leadership in overseeing Prison Industries by assisting the General Manager with the development and implementation of
a range of prison industry programs that deliver vocational training and employment opportunities.

Key duties and responsibilities
1. Assist the General Manager with the identification, development, costing and implementation of new industry initiatives, and

current industries for BCC to ensure they are cost effective and deliver employment opportunities.
2. To provide advice to industry staff in the direction that prison industries should be moving that collaboratively complements

BCC strategies, policies, guidelines and procedures to achieve business goals.
3. Expand and improve the availability of prison industry employment opportunities for Indigenous people in Vocational Education

and Training that bridges the gap and meets skills shortages.
4. Assist in the development and implementation of performance management systems for prison industry programs, including

effective tool control management and reporting, physical human resources of prison Industries, ensuring high accountability
monitoring, along with reporting to facilitate ongoing continuous improvement to the General Manager.

5. Establish and maintain collaborative partnerships with a range of people within Government and non-Government agencies
including the Manager Prisoner Services, to facilitate and assist in the delivery of Vocational Education and Training that
provides employment opportunities.

6. Consult with and provide the General Manager with regular monthly reports from all prison industry on the operation and
performance of all prison industries.

Selection criteria
Essential
1. Demonstrated high level working knowledge of business management, and vocational training framework.
2. Proven knowledge and experience in a trade industry with skills to identify and prioritise strategies and projects that improve

outcomes in vocational educational training.
3. Proven ability to lead and work collaboratively with teams to achieve high quality vocational education training outcomes for

prisoners.
4. Proven ability to develop and maintain positive networks and effective working relationships with key stakeholders including

the commercial industry.
5. High level interpersonal skills well developed written communication, report writing, negotiation, and conflict resolution skills

including a commitment to confidentiality and the ability to represent the service.
6. An ability to interact effectively with people of diverse cultures and an understanding of special needs of Aboriginal prisoners.
7. Certificate IV in Correctional Practice, a Certificate IV in Frontline Management, a Certificate IV in Training and Assessment,

Diploma or higher in Management or Project Management and a Certificate III in either Engineering (mechanical or electrical),
Carpentry, Horticulture, Plumbing, Painting, Bricklaying, Catering or Process Manufacturing

8. A current NT Drivers Licence.

Desirable
1. Substantial experience in supervising staff delivering services within the frontline operations.

The Department of Corrections has a Smoke Free Policy. Staff are not permitted to smoke anywhere on Departmental premises,
facilities or in vehicles, nor whilst working off-site. Shortlisted applicants will be required to complete a Departmental pre-
