**The opportunity**
Sydney Metro is seeking an experienced Director Commercial to manage the procurement, contract finalisation and delivery transition for the Parramatta Integrated Station Development, a key station and precinct development for the Sydney Metro West Project (the Project).
The primary purpose of the role is to direct commercial and contract activities to ensure the effective procurement, negotiation and implementation of development and delivery contracts associated with the Parramatta Integrated Station Development (including the OSD Project Delivery Agreement and Station Delivery Deed).
The Parramatta Integrated Station Development is an exciting and comprehensive project with complex and visionary plans for the precinct. Working at the early stages your role will cover procurement and front-end transaction strategy as well as providing commercial advice on transaction management, contract finalisation and delivery readiness activities.
The role promotes a whole-of-project commercial perspective, integrating the the delivery and development contracts and maintaining a balanced focus on the impact of change on the project's strategic outcomes. The Director Commercial will work closely with the commercial leads for other major contract packages on the Project to ensure consistency in approach and identification of integration risks and opportunities.
The role will provide a high level of professional guidance in the development, implementation and continued monitoring of the project's commercial management framework to achieve Sydney Metro's objectives and best practice project and contract standards.
This guidance will include provision of strategic advice to the Deputy Executive Director and Deputy Project Director (amongst other stakeholders) on the management of contractors and service providers, providing procurement, commercial and financial advice during the development, procurement and delivery phase.
Functions of the role include:
- Providing strategic commercial advice to the Deputy Executive Director and Deputy Project Director, as well as Delivery Directors, the Property & Place division and other key stakeholders on all commercial and development matters, and in relation to procurement activities, transaction management, market considerations and contract negotiations
- Maintaining the commercial integrity of the Project by ensuring all contracts accurately capture client requirements, are acceptable to market, result in commercially sound outcomes for the government and are awarded on time to meet overall program objectives
- Managing commercial issue resolution and risk mitigation, ensuring alignment with organisational resolution strategies and best practice
- Establish common approaches in contract administration and extract relevant information from project teams, to inform a whole-of-project commercial position and ensure the project is ready for transition to commercial delivery
- Lead the management of professional contractors and service providers, providing the procurement, commercial and financial advice during the development, procurement, and delivery handover phases
- Act as a thought leader, remaining abreast of current and emerging planning issues and trends, commercial developer and property market dynamics including domestic and international best practice, innovative approaches and opportunities to support the Project and Sydney Metro's business objectives.
Key Challenges
- Developing and implementing effective, best practice commercial and contract functions for a project that is very large by international standards and is of a scale and complexity that has rarely been undertaken by NSW or other Australian governments
- Providing high quality professional commercial advice to the Deputy Executive Director and Deputy Project Director (amongst other stakeholders) in high stakes, multi-billion dollar project
