About the Division


The Scheme Support Division supports the agency and the Scheme Operations Division to be a modern, efficient and effective regulator.

Our key functions include assessing potential participants in our schemes, upholding the integrity of Australia's national carbon abatement registries, delivering the agency's compliance, monitoring and audit functions, leading policy design and implementation, sharing scheme market and data analysis, building and operating the agency's ICT systems, providing stewardship for the agency's data assets and facilitating delivery of the agencies transformation program.

About the Section


The Compliance Branch contributes to safeguarding the integrity of the schemes administered by the agency through a coordinated approach to preventing, detecting, and responding to serious non-compliance, underpinned by intelligence-led decision-making and collaborative regulatory engagement. It provides specialist services and undertakes proactive and reactive compliance activities, including investigations and engagement programs to address serious non-compliance. The branch delivers strategic and operational intelligence, monitors participant behaviour, and manages referrals to support informed decision-making. It ensures applicants meet competency and capability standards before entering agency schemes and leads strategic regulatory compliance policy development, reporting, and audit functions to drive continuous improvement and accountability.

The Compliance Branch works closely with all areas of the agency, but predominantly the scheme operations teams, our internal lawyers and our internal fraud team. Timely and effective progressing of matters is essential and KPIs and governance arrangements are in place to support this.

The Branch comprises of four sections and specific work includes:

* Compliance and Enforcement Section – undertaking proactive and reactive compliance activities including investigations and developing and delivering compliance and engagement programs to prevent, detect and address serious non-compliance across schemes administrated by the agency.
* Intelligence and Assessment Section – providing a centralised intelligence function that produces tactical, operational and strategic insights to support business areas, maintaining an ongoing participant monitoring function and coordinating engagement and collaboration with other regulators and undertaking a preliminary assessment triage function for all referrals received by the Branch.
* Participant Assessment Section – ensuring that those applying to participate in the schemes administered by the agency meet competency and capability benchmarks.
* Compliance Strategy and Assurance Section – driving the engagement on strategic compliance policy initiatives, reporting on compliance effectiveness and providing a centralised scheme audit and assurance function.


Role Responsibilities and Duties



The Role


The Clean Energy Regulator is seeking a highly skilled and motivated individual to fill the role of General Manager Compliance Branch. This role reports to the Executive General Manager of the Scheme Support Division. As General Manager of the Compliance Branch, you will lead the agency's strategic approach to serious non compliance, fostering a culture of integrity, accountability and continuous improvement across the organisation. You will drive whole-of-agency capability uplift by embedding intelligence-led, risk-based compliance practices and championing cross-branch collaboration. Through leadership of key governance forums, including the Compliance Committee and the Litigation and Enforcement Committee, you will shape strategic compliance priorities and ensure consistent, proportionate enforcement outcomes. This role requires a forward-thinking leader who can influence at the executive level, build strong partnerships, and deliver results in a complex regulatory environment.


Responsibilities


The General Manager Compliance is a key member of the agency's business leadership team and is the lead in improving and modernising compliance capabilities to drive improved compliance behaviours and adaptive approach to regulation.

The General Manager Compliance will:

* Lead and manage the Compliance Branch with a clear strategic vision, fostering a high-performing, inclusive and collaborative culture, ensuring effective governance, resource management, and delivery of outcomes aligned with the agency's regulatory objectives and broader organisational priorities.
* Drive organisational capability uplift by embedding best-practice compliance frameworks, modernising compliance functions, and strengthening assurance and regulatory approaches to support improved compliance behaviours and an adaptive, future-focused regulatory culture.
* Build and sustain strong relationships with internal and external stakeholders, including other regulators and government entities, to enhance regulatory collaboration and intelligence sharing.
* Provide authoritative advice to the Executive and Board on complex compliance, enforcement, and litigation matters, contributing to strategic policy development and regulatory reform.


Knowledge, Skills and Abilities

* Ability to think strategically and develop long-term plans that align with the agency's goals and objectives.
* Excellent communication and interpersonal skills, with the ability to form partnerships and engage and influence stakeholders at all levels.
* Demonstrated leadership skills, including the ability to inspire and motivate teams, manage change, and drive a high-performance culture.
* Strong analytical and problem-solving skills, specifically in the context of responses to fraud or serious non-compliance.
* Commitment to upholding the APS Code of Conduct.


Qualifications/Experience


The following qualifications and experience are required of the position:

* Extensive experience in a senior leadership role, with a proven track record in managing compliance, investigations and enforcement.
* A relevant tertiary qualification or equivalent work-based learning in a relevant field (investigations, law, intelligence and analytics or audit) would be beneficial.
