Primary objective

To manage projects under the Land Development Program including project definition, front-end planning, securing

statutory approvals, concept development of enabling infrastructure, and acting as the client representative during the

delivery phase. The Engineer also provides engineering advice on masterplans and staged infrastructure strategies.

Context statement

Land Development is responsible for integrated infrastructure planning, securing infrastructure investment, forecasting the

timing and sequencing of land development, and the planning and delivery of infrastructure to support the release and

development of land with respect to Crown land and NT Planning Commission projects.

Key duties and responsibilities

1. Prepare project scopes and arrange procurement of consultants to undertake land investigation and engineering concept

designs of land development projects.

2. Achieve sound technical outcomes through stakeholder engagement, critical review of reports and other technical

documents.

3. Monitor and report on the delivery of each project and work closely with the Senior Engineer in relation to all aspects of

project delivery to ensure agency requirements are met.

4. Manage the financial and risk management aspects of each project to ensure delivery within time and budget parameters,

including identifying and instigating resolution of emerging design, delivery, and technical issues.

1. Provide quality technical input into ad-hoc land development projects relevant to the Departments responsibilities.

2. Build and manage stakeholder relationships across the agency, other government agencies, councils, and the private

sector to drive the delivery of projects.

7. Prepare draft Ministerial and Cabinet submissions, including requests for funding and Chief Executive Memorandums.

Selection criteria

Essential

1. Bachelor of civil engineering from a recognised tertiary institution or equivalent qualification.

1. Demonstrated ability in managing and providing advice on land development enabling infrastructure projects including in

the front-end planning, master planning and concept design phases.

1. Demonstrated ability to work effectively with external and internal providers to deliver land development project objectives.
2. Demonstrated project management and organisational skills, including programming and management of multiple projects

with conflicting deadline and financial constraints within a complex service environment.

5. Ability to lead and review initial strategic investigations into project requirements.

6. Experience in tendering, procurement and contract management.

7. Sound analytical and critical thinking skills, with good attention to details, including the ability to understand and interpret

technical and non-technical issues of broad topics.

1. Well-developed oral and written communication, including strong negotiation and conflict management skills.

Desirable

1. Formal project management training.
