**Job description**:
**The Opportunity**
On behalf of a large Federal Government Agency based in
**Braddon -ACT** and
**Geelong-VIC**, we are looking for an
**APS6 Procurement Officers and EL1 Procurement and Contracts Managers** to join the procurement team. This is a 12 month assignment, 37.5 hours per week paying
**EL1**
- **$585.00/daily ex super** and
**APS6**
- **$58.50/hourly ex super**

**Responsibilities include**:
**EL1 Procurement and Contracts Manager**: The position is an team leadership position and will have delegated authority and responsibility to resolve issues and risks across wide-ranging activities of substantial depth involving significant detail. The role requires providing leadership, control, planning, resource management, performance management and decision making for the Team Membership and assigned Contractors working within the work area. The EL1 Procurement and Contracts will exercise a considerable degree of independence to engage in very complex problem solving and issues management within the Procurement functions. The position requires exercising sound decision-making and judgement to produce high level policy advice and operational support.
- Consulting and collaborating with internal stakeholders / business areas, providing a combined education and business intelligence function to identify upcoming issues that require action, further advice or forward planning.
- Working collaboratively with business areas as a procurement business partner, and managing a team to develop market approach documentation, evaluate tenders and negotiate contracts.
- Leading an integrated approach to identifying procurement requirements early in the process, including supporting the planning activities within the wider team.
- Ensuring procurement activities are conducted in line with legislative requirements, the Commonwealth Procurement Rules (CPRs) and the departement's Procurement Policy.
- Delivering support and advice in relation to compliance with the Commonwealth Grant Rules and Guidelines (CGRGs), Procurement Framework, and Agency policies and procedures.
- Managing regular policy and process reviews for continuous business improvement in order to benefit the business clients and improving procurement business partnership

**APS6 Procurement Officer **:is a team membership position where your required to provide detailed technical, professional, policy, operational support and advice in relation to complex problems.
- Working collaboratively with business areas as a Corporate Contract Administrator, and managing a small team to ensure services continues to be delivered to Agency staff.
- Managing and undertaking contract reporting and verification activities, and processing invoices through the financial management system.
- Maintaining and implementing procurement and contract management policies, procedures, and frameworks.
- Contributing to procurement planning activities within the wider Procurement Team and across the Agency.
- Providing contract management advice and ensuring procurement activities are conducted in line with legislative requirements and the Commonwealth Procurement Rules (CPRs).
- Providing quality and timely advice to internal and external stakeholders, including guidance and reporting to the Branch Leadership, and the Executive Leadership Team.
- Monitoring and progressing work area activities to achieve work area objectives, ensuring consistent and high-quality outputs and maintaining team cohesion.

**To be considered for this role you will demonstrate**:

- Previous Procurement and Contract Management experience is essential, preferably in a Government Agency or Department
- Strong written, verbal communication with an ability to work in a fast paced and ever changing environment and delivering to time-frames.
- Delivering support and advice in relation to compliance with the Commonwealth Procurement Rules (CPR's)
- SAP experience - Highly desirable but not essential.
