* Pacific Labour Mobility Support Program (PLMSP) | Palladium
* Location: Brisbane (office-based, hybrid)
* Contract: Fixed-term, full-time to September 2028

Palladium is a global leader in the design, development and delivery of Positive Impact. We work with governments, communities and the private sector to address complex challenges and create enduring social and economic value. Palladium is contracted by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) to deliver the Pacific Labour Mobility Support Program (PLMSP), supporting Pacific Island Countries and Timor-Leste to participate in the PALM scheme in inclusive, safe and sustainable ways.

The role

This role will suit an experienced People and Culture professional who is ready to step into a people leadership role or further develop their leadership capability within an international development context.

Reporting to the People and Culture Senior Manager, you will lead a small team of People and Culture Advisors across Australia and the Pacific, providing coaching, mentoring and practical support to help them grow in confidence and capability. You will also partner closely with managers and senior leaders, supporting them through people challenges and change.

This is an opportunity to take on broad responsibility and visibility in a complex, multi-country program, and to actively contribute to people, culture and systems improvement initiatives that make a tangible difference to how the program operates.

Key responsibilities
* Lead, coach and support a geographically dispersed People and Culture advisory team
* Build the capability of managers through pragmatic, values‑led people advice
* Provide advice on workforce planning, performance management, employee relations and people risk, escalating complex matters as required
* Support the management of employee relations and conduct matters
* Contribute to program‑wide people, culture and continuous improvement initiatives
* Champion PLMSP’s PROUD values and support engagement and culture‑building activities
* Apply and promote compliance with local legislation, Palladium policies and DFAT requirements
* Work collaboratively with country teams, leaders and corporate functions
About you

You will bring:

* Solid experience in HR / People & Culture advisory roles, ideally including exposure to multi‑country or project‑based environments
* Experience coaching or guiding managers and supporting less‑experienced HR practitioners
* A strong interest in international development and working across diverse contexts
* Sound judgement, a practical approach to problem‑solving, and a willingness to learn
* A collaborative and values‑driven leadership style

We are committed to building a diverse, geographically dispersed workforce to maximise our support. We encourage applications from candidates from Pacific Island countries, Timor-Leste, and across Australia. You must have valid country specific work rights to be considered for this position - visa sponsorship is not available.
