Senior Subcontract Administrator

KBR, Inc. – Alice Springs, Northern Territory, Australia

Position Summary: KBR’s Mission Technology Solutions (MTS) group is looking for a Senior Subcontract Administrator (Sr. SCA) to support a program based in Alice Springs, Australia. The Sr. SCA will perform a full range of procurement and administration activities associated with subcontracting work, ranging from Time and Materials to Fixed Price agreements. Under minimal supervision, the role solves complex problems and develops improved subcontract processes.

Responsibilities

- Oversee daily operation and workflow of numerous government and commercial subcontracts.
- Develop and prepare solicitation documents (Request for Proposal, Request for Quote, and Invitational Bid).
- Review subcontract activities at pre‑solicitation and award phases for risk and compliance assessment.
- Negotiate price, contract specifications, delivery dates, incentives and other terms and conditions.
- Implement FAR and DFAR requirements related to procurement.
- Prepare documentation summaries and cost/price analysis.
- Prepare source‑selection statements and other required file documentation.
- Protect the company’s interests and ensure compliance with company policies, legal and regulatory requirements.
- Review and administer subcontracts to ensure satisfactory progress and compliance with terms; identify problems that threaten contractor performance and recommend corrective actions.
- Oversee administration of subcontracts on overseas federal construction projects, ensuring full compliance with FAR, DFARS, and host‑nation regulations while leading cross‑functional teams.
- Monitor subcontractor progress against construction schedules, flag delays and coordinate recovery plans.
- Facilitate pre‑construction meetings and subcontractor onboarding.
- Manage modifications and change orders in support of customer demands.
- Participate in bid and proposal activities including data calls, cost proposals, and price negotiations with multiple departments.
- Analyze and resolve technical and administrative problems involving subcontracts.
- Maintain regular interaction with finance, accounting, business development and senior management.

Qualifications

- BS/BA in Business Administration, Contract Administration, Supply Chain Management, Business Law or related field with a minimum of five years of subcontract administration experience as a federal contractor or equivalent.
- Strong understanding of FAR regulations and experience managing IDIQ, CPAF, CPFF, T&M; and FFP contracts.
- Proficiency in reading and interpreting blueprints, technical drawings and construction specifications.
- Experience mitigating contractual and procurement risks, ensuring compliance with FAR, DFARS, ITAR and CPSR.
- Strong negotiating skills with proven success in subcontract discussions.
- Organized, detail‑oriented, and capable of prioritizing multiple projects with limited supervision.
- Excellent written and verbal communication and the ability to adapt to changing work demands.
- Ability to develop and maintain professional relationships with peers, vendors and customers.
- Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Project).
- Experience with Deltek Costpoint is a plus.

Security Clearance

Candidate must possess an active Top Secret/SCI clearance or an Australian TS/PV clearance. A polygraph examination may be required as part of the US clearance process.

Work Location

This is a hybrid position with the ability to report to any of the following offices:

- Chantilly, VA
- Valley Forge, PA
- Ann Arbor, MI
- Beavercreek, OH
- Colorado Springs, CO
- Carlsbad, CA
- Alice Springs, Australia
- Adelaide, Australia

Compensation

Basic Compensation: $92,400 – $138,600.

CO area only: $96,800 – $145,200.

Rate will be based on location, experience, clearance level, contract affordability and internal parity.

Additional Compensation

Bonuses, commissions or other forms of compensation may be offered per internal policy or contractual designation, including sign‑on bonuses, relocation benefits, short‑term incentives, long‑term incentives, or discretionary payments for exceptional performance.
