Position Objective

The Business Support Officer provides high-level administrative and operational support to the Director

responsible for a diverse portfolio including Legal, Organisational Development, Strategic Planning, Economic

Development, Land Development, Leasing, Town Planning, Emergency Management, Internal Communications,

People and Culture, Health and Safety, Rehabilitation and Return to Work, Regulatory Services, and Environmental

Health.

This role is critical in ensuring the smooth coordination of business functions, supporting project delivery,

maintaining accurate records, and facilitating effective communication across departments. The Business Support

Officer will contribute to the efficiency and effectiveness of the directorate by managing workflows, preparing

documentation, coordinating meetings, and assisting with reporting and compliance activities.

Position Responsibilities

Functional Areas Key Accountabilities

Administrative Support
• Provide confidential administrative support to the Director, including diary

management, correspondence, and meeting coordination.

* Assist in the preparation of reports, briefing notes, presentations, and

agendas for internal and external meetings.

* Coordinate and track actions, projects, and initiatives across the directorate

to ensure timely delivery and accountability.

* Support the development and monitoring of strategic and operational

plans, budgets, and performance indicators.

* Liaise with internal departments and external stakeholders to facilitate

communication and information flow.

* Maintain accurate records, registers, and filing systems in accordance with

Council's information management policies.

* Provide support for compliance, audit, and risk management processes

relevant to the directorate.

Town

Planning/Development

Administration Support

* Receive, log, and track development applications and planning enquiries,

ensuring applications are complete and compliant with submission

requirements.

* Liaise with applicants and internal departments to obtain additional

information as needed.

* Where required, assist planning consultants in preparing planning notices,

approvals, and public notifications.

* Coordinate planning meetings, including agenda preparation, minute-

taking, and follow-up actions.

* Assist in compiling reports and briefing notes for internal and Council

meetings.

* Respond to general planning enquiries from the public, developers, and

consultants.

* Provide accurate information or refer complex matters to Manager of

Economic Development, Planning and Legal.

Legal and Compliance

Administration

* Liaising with legal teams, external partners, and internal departments to

ensure leases and MOUs align with council policies and strategic goals, for

council-owned or managed properties.

* Maintaining accurate records of agreements and ensuring timely renewals

or renegotiations.

* Coordinate the intake and processing of applications for prescribed

activities including but not limited to:

➢ Operating temporary entertainment events

➢ Itinerant vendors

➢ Commercial use of roads or footpaths

➢ Temporary or fixed signage

* Ensure prescribed activity applications include required documentation

(e.g., insurance, site plans, risk assessments).

* Track and communicate permit conditions, renewal dates, and compliance

requirements, to Regulatory Service to allow enforcement.

* Respond to public queries about local laws, including signage, itinerant

vendors and use of public land.

* Support inspections or audits related to local law compliance, including

preparing reports on activities, breaches and resolutions.

Extent of Authority

The position operates with a defined level of autonomy, setting outcomes within established constraints and clear

action, support and assistance are generally available when needed.

Knowledge

• A thorough understanding of how to maintain a safe working environment.

* Knowledge of the Local Government Act 2009 and associated Regulations.
* Knowledge of relevant legislation and standards as they relate to Town Planning/Development of Land and

Building/Plumbing.

* Knowledge of Local Laws and regulations as they relate to Prescribed Activities.

Essential Experience/Qualifications

• Current Class "C" driver's licence.

* Workplace Health and Safety Induction - White Card.
* Experience using Microsoft Office Suite, records management system and integrated financial and

management systems.

Desirable Qualifications/Experience

• Swimming Pool Safety Inspection Licence, or ability to obtain.

* Previous knowledge of and experience with the Sustainable Planning Act and Integrated Development

Assessment System relating to the administration of development applications.

* Tertiary Qualifications in Planning, Local Government, or other relevant field, or the ability to obtain.

Inherent Requirements

These are the essential requirements of this position:

* This role may be subject to work related contact outside of normal business hours.

Workplace Health and Safety Obligations

All employees have a legal obligation to comply with regulatory requirements and LRC– SMS (Longreach Regional

Council's - Safety Management System) incorporating WH&S policies, procedures and work instructions. These

are introduced to ensure the health and safety of employees, contractors, visitors, volunteers, the public and the

environment and remain compliant with Industry Benchmark Standards.

The following statements apply to all employees, including permanent, part-time and casual employees.

Your responsibilities include:

1. To comply with instructions given for WH&S at a workplace by the employer;

2. Comply with the Health and safety duties and Duty of Care requirements as specified within the Work

Health and Safety Act 2011 Part 2.

1. Timely reporting all accidents, incidents minor injuries, near misses and property damage (within 24 hours

of the event) and assisting, if required, with the investigation of all incidents in the workplace;

1. For a worker to use the PPE (Personal Protective Equipment) provided by the employer after proper

instruction in its use;

1. Not to wilfully or recklessly interfere with or misuse anything provided for WH&S at the workplace;

2. Not to wilfully place at risk the WH&S of any persons at the workplace including yourself;

3. Adhere to the LRC–SMS by remaining compliant to Council's WH&S Management Plan and completing

relevant Monthly Action Plan items;

1. Performing all work and associated functions in a safe, efficient and effective manner;

2. Complying with all documented WH&S policies, procedures, work instruction and verbal instructions issued

by the organisation or its officers;

1. Provide advice to ensuring risk assessments are conducted and recorded for all identified hazards, or prior

to the implementation of new work practices, hazardous substances, or plant. Also, as required, assisting

or participating in the carrying out of risk assessments on identified hazards;

1. Identifying hazards, conducting risk assessments, and implementing corrective action to eliminate hazards

where possible and / or control risks in the workplace;

1. To report hazards and risks in accordance with WH&S procedures;

2. Establishing and maintaining a high standard of housekeeping within your individual work area(s) and

generally within the Longreach Regional Council's area of responsibility;

1. Attending any toolbox, team talks or specific training (e.g. Take 5s etc.) as supplied and required by

Longreach Regional Council;

1. Being familiar with the location of first aid treatment centres, fire protection facilities and evacuation

procedures;

1. Report any concerns for WH&S to your Supervisor.
