These include supporting market interoperability with our new Unit and Certificate Registry, the Guarantee of Origin Scheme, implementing a new carbon unit for use by Australia’s largest emitters and the reformed Safeguard Mechanism.The role of the Carbon Markets Branch is to provide authoritative, evidence-based insights on economic carbon markets to support effective outcomes for the schemes the CER administers, and to provide strategic policy analysis and support for the agency, particularly for the Guarantee of Origin scheme.The branch objectives are to:Provide economic, market and policy advice, support, or action on complex scheme implementation.Influence the design of potential new schemes or policies to ensure they are market friendly as well as workable and enforceable.Increase confidence in the carbon and renewable energy markets by highlighting the market opportunity of our schemes including understanding the international context.About the SectionThe Economic and Market Analysis section:Delivers authoritative, evidence-based insights on economic carbon markets, particularly existing and forthcoming schemes in the electricity sector such as the Renewable Energy Target and the Guarantee of Origin for renewable energy. The section does this by combining quantitative and data analysis with insights from market and scheme participants and other expert stakeholders into insightful and engaging communications including regular public reports. These insights inform the agency’s decision-making and administration of the Renewable Energy Target and other CER schemes.Provides analysis and data for a range of reports and products including (but not limited to); the RET Administrative Report and Annual Statement, LRET project pipeline and other LRET supply and demand data, renewable, carbon and energy efficiency prices, Senate Estimates, quarterly performance reporting.Role Responsibilities and DutiesWe are looking for an experienced leader of analytical staff to lead a section delivering high quality, policy-relevant quantitative analysis. This is a unique opportunity to shape the agency’s economic analysis capability, working with sophisticated tools and technology in a data-rich environment to deliver insights within the agency and externally.The duties of the position are to:Lead a team of economic, market and carbon emissions professionals responsible for developing, delivering authoritative, robust analysis and guidance on carbon and electricity markets. This analysis is delivered in a variety of formats including readable reports that deliver analysis and insights for non-technical audiences.Oversee delivery of the agency’s Quarterly Carbon Markets Report a timely manner following the end of each quarter while effectively prioritising and managing a range of other section and cross-agency projects.Set strategic direction and long-term planning in relation to carbon and electricity markets analysis and advice, including developing and prioritising policy-relevant questions, exploring and developing sources of data and intelligence, and providing strategic and technical guidance to staff to support their analysis.Work in a highly collaborative way with branches across the CER to identify trends, market intelligence and report on the performance of the Clean Energy Regulator’s Schemes, and enhance the agency’s ability to use scheme and other data to inform the agency and market participants.Develop and manage key internal and external networks to scan for market trends and developments in emissions reductions.Initiating activities and strategies to build and lead a high performing team, including successful coaching and development of staff, and mobilising the capability, strength and leadership of others.Work with a level of independence, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes.Performing effective and accountable financial management and budgeting activities.Qualifications/ExperienceExperience and/or qualifications in economics, finance or quantitative analysis are highly desirable.Experience in climate or energy policy is welcomed.Applications close 11.30pm on Sunday, 11 May 2025For further information and to apply, please click here orTo select a different state, click on a link below:
