About the Opportunity
This role sits within the City Operations Program and offers the chance to lead a significant project that shapes the future of waste services for our community. It provides an opportunity to guide the planning, delivery, and evaluation of a major service transformation that will improve outcomes for residents, strengthen operational performance, and support Council's long-term strategic direction. The work is meaningful, complex, and well suited to someone who enjoys leading projects that blend strategy, community impact, and operational delivery.
As the Project Manager, Waste Services, you provide strong project management that supports in delivering outcomes of waste services. The role involves high level procurement and contract management, support in identifying opportunities to innovate, working with relevant internal and external stakeholders at all levels and preparing high quality written and verbal insights that support strong decision making. You communicate effectively with a wide range of audiences including elected members, senior leaders, external partners, and community stakeholders, ensuring information is clear, credible, and tailored to each setting.
You lead the development and coordination of detailed project plans, budgets, milestones, and risk registers, along with the delivery of procurement activities such as RFIs, EOIs, contracts, service agreements, and contract management. You also collaborate closely with cross functional teams to ensure outcomes are integrated, inclusive, and shaped by community needs. The role requires confident leadership of multi stakeholder projects, with a strong focus on achieving scope, time, quality, cost, and strategic objectives.

About You
To be successful in this role you will have:
* Extensive experience in delivering complex community focused end to end project in an environment of balancing complex issues, political sensitivities and competing priorities.
* Extensive experience in delivering end to end waste management services in Local Government setting
* Significant experience in project development, management and delivery including budgeting, reporting, business case development, cost benefit analysis and forecasting / projections.
* Extensive experience in managing procurement and contractual arrangements for complex projects and initiatives.
* Ability to perceive the political implications of various decision paths before acting and proven ability to integrate across interrelated program or groups to achieve outcomes.
* Proven ability and demonstrable experience to think strategically, analyse complex situation, develop creative solutions and achieve outcomes that advance program objectives.
