Position Description IT Operations Manager

Purpose

The IT Operations Manager provides strategic and operation leadership of City of Marion
(CoM) IT Operations, Infrastructure services and Governance and Cybersecurity functions to
ensure secure, reliable, high-performing technology services that enable the delivery of
Council’s Strategic Plan.

The position is responsible for embedding strong operational governance, service
management discipline, cyber resilience and financial stewardship across the technology
environment while uplifting organisational capability and service maturity.

As a senior leader, the IT Operations Manager partners with the CIO and Council
stakeholders to deliver sustainable, customer-focused outcomes that enhance community
value and organisational performance.
Key Deliverables

Operational Leadership and Service Excellence

* Lead the performance of IT Operations, ensuring stable, secure, and reliable
technology services across Council.
* Establish and maintain an IT service culture that prioritises customer experience,
responsiveness, professionalism, and measurable outcomes.
* Define, implement and report on service levels, operational KPIs and continuous
improvement initiatives.
* Lead Major Incident Management, including escalation, coordination,
communications, restoration, root cause analysis and preventative action.

IT Service Management and Governance

* Implement and embed IT Service Management practices aligned to ITIL4, including
Incident, Problem, Change, Request, Knowledge and Asset Management.
* Establish and maintain a practical operational governance framework that ensures
consistency, accountability, documentation standards and compliance.
* Ensure policies, procedures, and operational documentation are current, effective
and actively adopted.

Cybersecurity and Risk Management

* Ensure a secure IT operating environment across networks, infrastructure, endpoints
and cloud services.
* Lead operational cyber readiness including patching, vulnerability management,
access controls, privileged access and monitoring.
* Maintain and improve cyber incident readiness including playbooks, escalation
pathways, and reporting.

* Embed operational risk and ensure risk management processes and ensure audit
findings and risk treatments are effectively managed.

Infrastructure, Platforms and Resilience

* Lead operational management of infrastructure platforms, networks, identity,
collaboration platforms and core business systems.
* Ensure backup, recovery, resilience and continuity arrangements are implemented,
maintained and tested.
* Identify and mitigate technology lifecycle risks including end-of-life and unsupported
systems.

Financial, Vendor and Asset Management

* Develop and manage the IT Operations budget including licensing, managed services
and contractors.
* Lead vendor and contract governance ensuring performance, compliance and value
for money.
* Apply strong Total Cost of Ownership (TCO) principles to operational and investment
decisions.
* Maintain asset lifecycle planning including renewal, refresh and long-term
sustainability forecasting.

Strategic Delivery and Operational Enablement

* Support delivery of the ICT Strategic Plan through operational planning, prioritisation
and capability uplift.
* Enable successful transition of ICT projects into stable BAU operations through
consistent governance and service readiness practices.
* Drive adoption of appropriate delivery models including Agile, DevOps and
DevSecOps to improve service reliability and efficiency.

Stakeholder Engagement and Cross Council Collaboration

* Establish and maintain strong, constructive relationships with the Mayor, Elected
Members and Council Leadership staff.
* Provide clear, timely and professional advice to stakeholders on operational
performance, risks and investment priorities.
* Collaborate across council partners to strengthen shared ICT capability uplift and
community value.

People Leadership and Capability Development

* Lead, coach and manage IT Operations teams to foster a safe, inclusive and high-
performing culture.
* Build workforce capability through development planning, succession planning and

* Provide effective leadership in a manner consistent with the CoM Leadership

Person Specification

Essential criteria

* Demonstrated senior leadership experience managing enterprise IT Operations in a
complex environment, including infrastructure, service delivery and operational
governance.
* Proven experience implementing and managing IT Service Management practices
(e.g. ITIL4), ICT Governance and operational maturity uplift, delivering measurable
service performance outcomes.
* Demonstrated capability in cybersecurity and operational risk management, including
vulnerability management, patching, access controls, incident response, audit
management and compliance.
* Proven experiences in Major Incident Management including restoration leadership,
stakeholder communications, root cause analysis and service improvement.
* Strong financial and commercial acumen, including budget management, vendor and
contract governance, technology cost optimisation, and Total Cost of Ownership
(TCO).
* Demonstrated experience leading operational change and continuous improvement,
including service maturity uplift, customer experience enhancement and measurable
business outcomes.
* Highly developed communication and stakeholder engagement skills, with the ability
to clearly present complex technical and operational matters clearly to executives,
elected members and non-technical stakeholders.
* Strong technical knowledge of enterprise platforms and operational environments
including Microsoft 365, cloud services, identity and endpoint management,
collaboration technologies, backup and recovery principles.
* Exceptional people leadership capability with demonstrated ability to build high-
performing teams, coach and develop staff, model constructive cultural behaviours,
and build organisational capacity.
* Tertiary qualifications in Computer Science, Information Technology, Business
Management or a related discipline, and/or significant equivalent experience.
* Willingness and ability to continuously develop leadership capability consistent with
City of Marion Leadership Capabilities.
* Strong business acumen including a sound understanding of budgeting and financial
management skills, report writing, analytical and creative thinking skills.

Desirable criteria

* Postgraduate qualifications in Computer Science, Information Technology, Business
Management or a related discipline.
* Demonstrated success delivering scalable digital transformation and operational
maturity uplift in a large enterprise environment.
* Experience in local government or public-sector environments with strong
governance, audit, and compliance requirements.
* Relevant certifications such as ITIL4, PRINCE2, PMP, COBIT, CISSP, CISM, ISO27001 or
equivalent.
* Demonstrated experience implementing modern operational practices such as
automation, DevSecOps governance, or reliability-based service performance
measurement.

Standard conditions

* Satisfactory completion of a National Police Clearance (will be arranged by the City of
Marion)
* Satisfactory completion of applicable Medical Assessment (will be arranged by the
City of Marion)
* Must be either an Australian resident or possess the legal right to work in Australia,
with the ability to provide documentation of a valid work visa.
* Comply with existing Work, Health and Safety legislation and regulation obligations and
apply “Think Safe Live Well” philosophy.
* Embrace ethical and moral behaviour and report any suspected instances of fraud
and/or corruption in accordance with Fraud and Corruption Management and the
Code of Conduct.
* Adhere to the City of Marion Values.
* The incumbent will perform other duties as required.

Other conditions specific to the role
* Out-of-hours work, including weekends and evenings, will be required.
* Attendance at Council meetings (after hours) may be required.
* Ability to exercise objective professional judgement in a political environment and an
awareness of the political dimensions of services and decisions.
* Must hold a valid, full (unrestricted) driver's license in accordance with South
Australian requirements.
