We are seeking an experienced Program and Business Manager to lead the development and implementation of a portfolio of programs that support place-based disaster adaptation planning. In this pivotal role, you'll lead a dynamic team, ensure operational excellence, and deliver high-level business support to senior management—helping build stronger, more adaptive communities.

About the Role
As the Program and Business Manager, you will:

- Lead and manage a team to deliver a portfolio of place-based disaster adaptation programs.
- Support technical specialists in delivering options analysis and adaptation pathways.
- Provide strategic advice and operational support on business matters, including finance, procurement, and briefing notes.
- Coordinate the Branch's business planning process, ensuring alignment with corporate strategies and measurable performance outcomes.
- Ensure sound financial management including budgeting, reporting, and expenditure control.
- Oversee procurement compliance, offering assurance and guidance on submissions.
- Identify and influence whole-of-government policy and governance issues.
- Lead administrative functions ensuring efficient office operations and compliance with corporate policies.

About You
To succeed in this role, you will have:

- Extensive experience in business planning, project management, and operational leadership.
- Strong track record of supporting senior executives and delivering strategic initiatives.
- Proven ability to lead teams, manage competing priorities, and drive performance.
- Sound knowledge of financial management, procurement processes, and corporate governance.
- Excellent communication and stakeholder engagement skills.
- Experience in improving business systems, leading change, and embedding quality assurance practices.

Essential requirements:

- Tertiary qualifications in a relevant discipline, or equivalent experience.
- Extensive experience in business planning, program and project management.
- Experience in the development, management and improvement of business systems, change management initiatives and implementation of quality assurance processes.

**About the Agency**
The NSW Reconstruction Authority (RA) is an executive agency of the Premier's Department. The RA will improve how NSW plans for disasters and help communities to recover from them faster.
To reduce the severity and impacts of disasters, the RA will complete critical planning and preparation with communities, NGOs, businesses, and government. When disaster does strike, we will get recovery started swiftly and coordinate reconstruction efforts across agencies, communities, and other stakeholders.
