Senior Manager, Swap Dealer Compliance

This role is critical in ensuring that the products and services offered by the business meet the needs of our customers, expectations of our stakeholders and are delivered in compliance with licensing and regulatory requirements. As a key member of the Compliance Advisory team, reporting to the Head of Compliance Advisory, Global Markets, Commodities and Environmental Markets business, you will join a team that provides strategic Line 2 compliance advice. You will partner with the IB&M business as well as other key line 2 functions across CBA, including Conduct, Operational Risk, Credit, Market Risk and Financial Crime to identify regulatory risks, shape the Compliance and Regulatory Framework and be a valued adviser to the business.
The role will provide advice and challenge to Line 1 and business stakeholders on whether the business is appropriately meeting its compliance obligations either by day-to-day challenge or in forums and projects.
Some of your key responsibilities will include:
* Having an end-to-end understanding of the regulatory and compliance obligations of the Global Markets, Commodities and Environmental Markets business enabling you to provide informed 2nd line oversight and challenge of the effectiveness of the businesses' regulatory risk management practices, including incident and issue management and Regulatory Change management.
* Key contributor in the planning, coordination and delivery of the team's annual Swap Dealer assurance plan and return
* Advise the business on key areas of the applicable rules and interpretation of obligations
* Contribute as lead or joint reviewer for Line 2 by reviewing and providing credible challenge on key policies, processes, procedures, controls and testing related to the Swap Dealer function
* Identify issues, setting out the findings, conclusions, ratings, and remedial actions of any areas of deficiency
* Coordinate any governance and risk forums/committees
* Report on the results, trends, issues and themes to senior management and risk committees
* Assist in the development and enhancement of testing methodologies and standards
* Coordinate the execution of the annual Compliance Risk Assessment from a Line 2 Compliance perspective
* Providing insights into emerging regulatory risks, thematic reviews of internal events, key external learnings or changes in the inherent regulatory environment.
* Fostering a strong compliance culture and partnering with key stakeholders across the Group to ensure that compliance obligations and are being managed in line with risk appetite.
We're interested in hearing from people who have:
* Strong knowledge of Markets and OTC related products and obligations.
* Proven skills and knowledge of the financial services regulatory environment, including OTC related obligations (CFTC preferred) and G20 regulatory reform.
* Experience in Line 2 compliance within Institutional Banking and Markets ideally coupled with a strong understanding of U.S. rules and regulatory requirements. Legal experience in this space will also be considered.
* Experience in successfully communicating with and influencing your peers and senior management.
* A commercial mind, able to balance Compliance and business goals.
* Experience in project management, reporting, training, business investigations and analysis.
* Demonstrated success in driving continuous improvement
