About the Opportunity


Hilltops Council is looking for a full-time Group Manager Corporate Services, based in Young, NSW. Reporting to the Director Corporate & Community, you will provide strategic leadership across corporate governance, property, buildings, risk, and corporate planning. This is a key executive position focused on embedding the Council's long-term strategic direction into daily operations while fostering strong internal collaboration and external engagement.

More specifically, your responsibilities include but are not limited to:

* Leading Council's Property, Building, Governance, Risk, and Corporate Strategy functions
* Driving continuous improvement and cross-organisational collaboration
* Overseeing Council's Integrated Planning and Reporting (IP&R) Framework and operational plans
* Project managing key strategic documents such as the Delivery Program, Operational Plan, and Annual Reports
* Facilitating corporate engagement and advising the Executive on community and organisational strategy
* Providing high-level oversight of governance compliance and business assurance practices
* Building networks with community groups, NGOs, and government agencies to support community development
* Guiding and mentoring Corporate Services staff and ensuring alignment with Council values and objectives

About You


To be considered for this role, you will need tertiary qualifications in Local Government, Business, Public Administration, Organisational Development, Communications, Urban & Regional Planning, or a related field, combined with demonstrated experience in a similar leadership role, preferably within local government.

Additionally, the following skills and background will be highly valued:

* High-level understanding of the IP&R Framework
* Strong knowledge of local government legislation and policy
* Ability to develop and lead strategy, applying critical thinking to solve complex challenges
* Experience in community services management and corporate engagement
* Confidence in working with external stakeholders, including government, NGOs, and community groups
