About the Role
An opportunity exists for a highly capable and experienced Regional Manager – Building Infrastructure to provide strategic leadership across a diverse portfolio.
This senior leadership role is responsible for the planning, delivery, governance, and reporting of capital works and asset management functions, ensuring projects are delivered safely, compliantly, on time, and within budget. The position also plays a key role in asset lifecycle planning, risk mitigation, contract management, and workforce leadership, supporting Council’s strategic and operational objectives.
Regular travel to remote communities is a core requirement of this role.
Project and Asset Management
* Lead the planning, delivery, and handover of a portfolio of capital works projects, ensuring quality, compliance, constructibility, and alignment with priorities.
* Provide oversight and guidance to project managers, ensuring strong project governance and delivery methodologies.
* Maintain accurate and reliable asset registers, including lifecycle, renewal, and forward works planning.
* Identify and mitigate risks associated with buildings and infrastructure assets.
* Prepare business cases, feasibility studies, cost estimates, and high-level stakeholder reporting.
* Drive continuous improvement across project delivery, asset management, and operational processes.
* Oversee the maintenance, management, and optimal utilisation of internal facilities.
* Ensure building infrastructure remains functional, safe, compliant, and fit for purpose.
Financial Management
* Manage and report on operating budgets, capital works portfolios, and financial forecasts.
* Ensure projects are delivered within approved budgets and meet reporting requirements.
* Provide input into strategic planning, business planning, and annual budgeting processes.
* Deliver executive-level reporting on asset performance, budgets, risks, and project delivery.
Compliance, Governance and Risk
* Ensure building and infrastructure assets comply with relevant legislation, building codes, regulatory requirements, and internal policies.
* Lead risk assessments and maintain documentation for safety, compliance, and emergency systems.
* Ensure all Work Health and Safety obligations are met in project delivery and asset maintenance activities.
People Leadership
* Lead, mentor, and develop staff through effective performance management, training, recruitment, and workforce planning.
* Foster a strong culture of accountability, safety, collaboration, and continuous improvement.
* Coordinate workloads and allocate resources to ensure deliverables and compliance requirements are met.
* Actively participate in professional development and training opportunities.
Stakeholder Engagement
* Provide high-level technical advice to internal and external stakeholders on building infrastructure, asset management, maintenance, and capital works.
* Build and maintain strong working relationships with contractors, consultants, funding bodies, regulatory authorities, and internal teams.
