Primary objective
Provide high-level strategic leadership, management, and direction to the Commercial Services division encompassing NT Property Management,
Procurement Services, and NT Fleet.

Context statement
The Commercial Services unit encompasses the three critical commercially focused, operational functions within the Department of Corporate
and Digital Development that support whole-of-government service delivery:
* NT Property Management oversees the procurement and management of the Northern Territory Government’s leased commercial property
portfolio, comprising 250,000 m² of office space, warehouses, and special-purpose facilities in urban, regional, and remote locations.
* Procurement Services provides tender and quotation services and expert procurement advice and support to government agencies, facilitating

the acquisition of goods and services and ensuring effective contract management throughout the lifecycle, and establishing and maintaining
common-use across-government contracts.

* NT Fleet is responsible for the strategic purchase, maintenance, and disposal of the government’s vehicle fleet, supporting operational mobility
and sustainability objectives.

Key duties and responsibilities
1. Lead strategic portfolio management of leased properties by ensuring properties are fit-for-purpose, cost-effective, and well-positioned to

meet business needs.
2. Champion a whole-of-government procurement approach by promoting consistency, transparency, and value-for-money across agencies with

strategic advice and timely services; and ensure robust contract lifecycle management from tendering to execution and performance oversight.
3. Drive government’s fleet modernisation and optimise lifecycle cost management through strategic acquisition, maintenance, and disposal

practices.
4. Partner with clients ensuring the two-way flow of information where the needs of clients are well understood and inform the development of

solutions and processes that are prioritised within available resources, capitalising on digital solutions.
5. Unify the mission of the three service areas under a shared commitment to operational excellence, fiscal responsibility, and client-focused

service delivery, while upholding rigorous governance and compliance standards across the portfolios.
6. Establish strategic priorities that support government objectives and promote long-term sustainability.
7. As part of the agency’s leadership group, contribute to and implement DCDD’s strategic direction.

Selection criteria
Essential
1. Demonstrated extensive experience and capability at a senior executive level, successfully leading a large multi-disciplinary team in a complex

operating environment.
2. Demonstrated executive-level experience leading and managing complex shared service functions across government, with proven ability to

develop deep expertise in commercial property, fleet and procurement services.
3. Highly developed ability to build and sustain productive and collaborative relationships, communicating with influence, and engaging

strategically and effectively with stakeholders with strong negotiation skills.
4. Executive capability to deliver meaningful outcomes through strategic and future-focused leadership, rigorous analysis and sound judgement,

customer-centred decision-making, and a strong commitment to innovation and continuous improvement.
5. Proven capability to deliver results through accountable leadership, effective and efficient resource management, and the delivery of

high-quality, customer-focused services.
6. Executive capability to lead and engage people through building high-performing teams, strengthening workforce capability, managing change

effectively, and fostering an inclusive, motivated and accountable culture.
7. Professional work ethic aligned to DCDD’s principles, demonstrating a strong commitment to service excellence, innovation, ethical practice,

accountability and impartiality, and a demonstrated ability to contribute to the agency’s strategic direction and leadership, while actively
promoting diversity and respect.

Desirable
1. Tertiary qualification in either business, law, accounting or similar professional discipline.
