Position Overview
Working as part of a small agile team thriving on adaptability, curiosity, transparency and high-quality output, the position of the ICT Procurement & Contracts Officer is to:
* Work closely with the ICT Procurement & Contracts Manager and another ICT Procurement & Contracts Officer to exercise both initiative and judgment in the interpretation of the Commonwealth Procurement Rules (CPRs) and related policies in the application of practices and procedures.
* Facilitate end-to-end ICT procurement (including advice, industry engagement, approach to market, evaluation and contracting) in compliance with the Commonwealth procurement framework, rules and policies.
* Contribute to the effective management of IT assets.
* Undertake work with a positive customer focus – at times under limited notice and direction with the opportunity for reasonable autonomy and accountability.
* Engage internally with Judges, executives, managers, and staff; and externally with ICT vendors/partners, logistics and other Commonwealth agencies.
* Demonstrate strong verbal communication skills with ability to liaise effectively at all levels internally and externally; and excellent written skills as this position will require the drafting of memos, contracts and other procurement artefacts.
Key Accountabilities
Procurement Activities and Contract Administration
* Collaborate with staff from across the organisation providing high level advice and guidance to build expertise in procurement, provide governance and improve procurement practice and outcomes.
* Develop, co-ordinate and lead ICT sourcing activities (end-to-end) to establish supply arrangements that meet business needs.
* Plan and lead contract negotiations in the establishment and review of supply arrangements to deliver value for money procurement outcomes.
* Identify, manage, and mitigate procurement risks to enable the organisation to meet its obligations and maximise business opportunity.
* Document procurement processes, decisions and contractual arrangements fully to provide an audit trail for probity and audit purposes.
* Undertake business needs assessment, supply market analysis and commercial risk assessments to inform procurement planning and sourcing decisions.
Contract Management
* Support the IT team with contract formation including contract management compliance advice and understanding of contract management deliverables.
* Develop and administer contract management plans, negotiate changes and modifications, supplier performance management and compliance requirements through effective supplier relationships to enhance business outcomes.
* Manage/Support software licensing and true-ups e.g: Microsoft Volume Sourcing Arrangement, Adobe ETLA.
IT Asset Management
* Conduct periodical reviews of existing software usage and licensing compliance, monitor for changes in service offerings for contracted services such as mobile service plans. Make recommendations regarding any proposed changes and/or review usage of existing plans and ongoing requirement.
* Contribute to the IT Asset Management Framework by ensuring procured items are imported/recorded in the IT Asset Management database.
* In conjunction with stakeholders, support the review of end user hardware and software on a periodical basis. Focus is on ensuring ongoing efficient procurement options exist.
Competencies & Attributes
The successful candidate will have:
* Experience in Commonwealth or State Government end-to-end procurement.
* Sound appreciation of Commonwealth legislation and policy relating to procurement, together with a knowledge or aptitude to exercise both initiative and judgment in the interpretation of the CPRs and related policies in the application of practices and procedures.
* Proven ability as an effective communicator to support the Information Technology team in ICT procurement and contract management.
* Ability to manage competing priorities whilst maintaining high work standards in meeting deadlines, be achievement oriented, well-disciplined and task focused.
* An understanding of APS Work Level Standards regarding APS role functions and expectations to ensure compliance with the matrix listed.
Qualifications & Experience
* Experience in Commonwealth or State Government end-to-end procurement.
* Exposure to working in an IT team or working knowledge of IT hardware, software, cloud and services would be beneficial.
* Experience with TechnologyOne CiA Accounts Payable and Supply Chain Management (sourcing and contracts) is desirable.
* Certificate IV in Government (Procurement and Contracting) is desirable.
Selection Criteria
* In-depth knowledge and experience in procurement practices, policies and procedures and their application including contract formation and contract management processes.
* Demonstrated ability in delivering end-to-end procurements through each stage of the procurement lifecycle.
* Good analytical and investigative skills, including the ability to research and evaluate complex issues in relation to procurement matters, identify relevant outcomes to provide recommendations / advice.
* Highly developed verbal communication and interpersonal skills with demonstrated experience in undertaking negotiations of a sensitive nature and maintaining effective working relationships with stakeholders at all levels.
