Primary objective
Provide technical expertise in finance, business management and compliance and work collaboratively with internal and external
stakeholders to support the delivery of programs and strategic goals in accordance with government and legislative frameworks for the
National Critical Care and Trauma Response Centre (NCCTRC).
Key duties and responsibilities
1. Lead and manage a small team to ensure high performing and contemporary services in financial management for the NCCTRC.
2. Oversight the financial and budgetary matters for the NCCTRC including budget forecasting, regular, timely and accurate reporting
and acquittal to the Executive Director, Northern Territory (NT) Health, other jurisdictions and the Australian Government as required
by the federal funding agreement.
1. Ensure all procurement for the NCCTRC complies with the Northern Territory Government (NTG) procurement legislation, policies
and guidelines.
1. Maintain compliance with NT Health's financial and reporting obligations under the Financial Management Act, Treasury Circulars,
other legislation as well as relevant Commonwealth legislation and Agreements.
1. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in
order to ensure high quality, safe services and workplaces; foster a positive workplace culture through exemplary leadership practices
and role modelling behaviour.

Selection criteria
Essential
1. High-level experience and demonstrated ability to consult, liaise, develop and implement budgets, cash flows, prepare accruals and
analyse financial performance for both revenue and operational budgets in line with agreed resource strategies and performance
targets for the NCCTRC.
1. High-level knowledge of accrual accounting and principles and financial management practices, principles and standards, particularly
in a health setting and or public sector environment.
1. Extensive senior experience in financial management, forecasting, reporting and working within NT Health and the Department of
Treasury and finance financial management frameworks or similar financial management frameworks.
1. Comprehensive knowledge and extensive experience to interpret and understand contractual arrangements.
2. High-level strategic analytical and innovation skills including the ability to consult with stakeholders in relation to sensitive issues,
interpret the political, social and organisational setting.
6. Demonstrated high-level experience leading and working with a diverse team to deliver outcomes in a rapidly changing environment.
7. Proven interpersonal and communication skills, ability to negotiate and liaise with internal and external stakeholders and demonstrated
ability to interact effectively with people from diverse cultures.
Desirable
1. Working knowledge and understanding of the NCCTRC programs and operations.
2. Tertiary qualifications in Finance, Accounting or relative business discipline and or extensive experience in an equivalent finance role.
