Primary objective
To provide assistance to the Director Secretariat in managing the workload of the unit to enable the provision of strategic, high level,
quality and timely ministerial liaison advice and services to the Chief Executive (CE), Minister and the Agency.
Context statement
The Secretariat branch provides a coordination and quality assurance service to ensure timely, appropriate and effective communication
and support to the Office of the CE and between the Department of Health and its Minister's office, Cabinet office and other government
agencies.
Key duties and responsibilities
1. Provide high level ministerial and executive coordination to assist the Director Secretariat to deliver high quality ministerial liaison
services and strategic advice to the CE, the Agency and the Minister's office with clear and strategic direction to achieve the
Government's objectives. This includes out of normal business hours as required.
1. Coordinate and provide quality control of Ministerial, Cabinet, Legislative Assembly and Estimates documentation.
2. Provide high level advice and guidance to senior management on the preparation of executive government, ministerial and cabinet
correspondence, and Legislative Assembly protocols, procedures, and timelines.
1. Maintain a culture within the team of continuous improvement to achieve high performance and develop and maintain effective
collaborative relationships, partnerships and strategic alliances with the Minister's Office and other government agencies for effective
outcomes.
1. Coordinate training and mentoring of staff across the department on best practice about Ministerial writing, machinery of Government
and Cabinet processes, including remote travel to deliver this training.
Selection criteria
Essential
1. Proven extensive experience in coordinating high level ministerial liaison functions in a large and complex agency, with detailed
knowledge and understanding of Government operations and Cabinet processes, and proven experience in delivering training to staff
about Ministerial writing, machinery of Government and Cabinet processes.
1. High level strategic, conceptual, analytical and collaborative skills, including a strong ability to interpret and manage the social, political,
and organisational environment.
1. Strong interpersonal, written and oral communication skills, with the ability to build strong, effective relationships through a high level
of communication, negotiation and collaborative skills, and to accurately analyse, and clearly communicate complex issues, identify
risks and effective solutions.
1. Capacity to be flexible and innovative, with sustained drive, enthusiasm and commitment to achieve goals in a high-pressure
environment.
1. Highly developed political and policy awareness skills, to communicate effectively with, and coordinate, a wide range of key
stakeholders with differing aspirations, goals and priorities.
1. Proven experience in analysing and preparing high level/complex and sensitive correspondence and reports.
2. Demonstrated high-level personal performance including the capacity to manage within tight timeframes in an environment of
continuous improvement, and to modify approaches to suit changing requirements.
8. Proven ability to work effectively as part of a team, providing leadership and supervision of staff, and the ability to interact effectively
with people of diverse cultures.
9. A willingness to travel and work outside business hours, as required.
