About the role
The Senior State Program Manager is a critical leadership role in Tasmania, accountable for shaping, leading and representing a portfolio of complex, state-wide programs. Working closely with the State Director, the role provides strategic oversight of program performance, supports engagement with Ministers and senior government officials, and contributes to funding proposals and partnerships that advance Red Cross' impact and sustainability. The current portfolio spans migration support and emergency resilience programs, however the role is designed to flex across program areas in response to community need and organisational priorities.
This role suits an experienced senior leader who is comfortable operating in complex, publicly accountable environments, exercising sound judgement, influence and discretion.
About you
You are an experienced senior leader with a strong background in program or portfolio leadership, stakeholder engagement and public or community-facing service delivery. You bring a strategic mindset, are comfortable navigating ambiguity, and are motivated by creating public value and meaningful outcomes for communities.
You will demonstrate:
* Proven experience leading the end-to-end delivery of complex programs or portfolios, including planning, governance, reporting, risk management, budget oversight and performance monitoring
* Strong capability in resource planning, prioritisation and portfolio management across multiple programs and teams
* Demonstrated ability to operate effectively in complex, politically and publicly visible environments, balancing competing priorities and stakeholder interests
* Experience engaging with government stakeholders, including supporting ministerial or executive-level engagement through briefings, proposals, business cases or funding submissions
* Strong ability to build and sustain strategic partnerships across government, community and sector stakeholders to advance outcomes and secure funding
* Sound understanding of, or the ability to rapidly develop insight into, government decision-making environments, funding processes and accountability requirements (Tasmanian context desirable but not essential)
* Demonstrated use of data and evidence to monitor performance, assess impact, identify issues and drive continuous improvement
* Proven capability to lead, develop and support high-performing, inclusive teams, fostering collaborative and improvement-focused ways of working
* Well-developed cultural competency and the ability to work effectively with diverse communities and stakeholders
* Highly developed verbal communication skills, including briefing, presentation and public speaking capability
* Experience in migration support and/or emergency management is advantageous, however candidates with strong senior program leadership experience in other complex service environments are strongly encouraged to apply.
