* Employment Type: Fixed-term contract through to 2028, subject to ongoing funding and organisational approval.
* Salary: Clerk Grade 11/12: $149,739 to $173,174 plus employer superannuation contribution.
* Location: All Sydney and NSW. Role may be based at any Regional Growth NSW Development Corporation office across NSW, with regular travel required to Moree, NSW to support Precinct delivery and stakeholder engagement.
About the Role
The Program Manager leads the end-to-end delivery of a designated Special Activation Precinct, with current focus on the Moree Special Activation Precinct.
This role is accountable for overseeing land development, infrastructure delivery, commercial negotiations, investor engagement and asset transfer activities. It provides strategic leadership across planning, development and construction phases, ensuring the Precinct progresses from land acquisition through to infrastructure delivery and land divestment.
The Program Manager plays a pivotal role in driving commercial outcomes, managing a multi-year program budget (currently valued at approximately $200+ million, with significant remaining allocation), and coordinating internal and external stakeholders to achieve government objectives.

Essential Requirements
* Degree-qualified in property, law, engineering, project management, construction management or a related discipline, or bring equivalent hands‐on experience delivering complex development programs
* Proven experience leading large-scale land development and/or infrastructure projects, ideally within dynamic, multi-stakeholder environments
* Strong commercial capability, with demonstrated success negotiating complex agreements, facilitating investment and driving land transactions
* Sound understanding of NSW Government governance, procurement frameworks and approval processes
* Experience working under GC21 or similar construction contract models will be highly regarded
* Current and valid Australian driver licence
* Successful completion of a National Criminal History Check (or willingness to undertake one as part of the recruitment process)

* This role offers flexibility to be based at any Regional Growth NSW Development Corporation office across NSW, with travel to Moree where required to support on‐ground delivery and stakeholder engagement.
