Primary objective
Provide expert, objective, accurate and timely professional advice to senior management, Project Managers and client agencies on
environmental matters and undertake environmental investigation and documentation for a wide range of building and civil
infrastructure project purposes.

Context statement
The Transport Planning Unit is responsible for the strategic planning of Territory-wide civil infrastructure—roads, aerodromes,
barge landings, corridors, and industry projects; supported by the Environment and Sustainability Unit, which manages
environmental risks and ensures compliance with the NT Environmental Assessments Act and best practice standards.

Key duties and responsibilities
1. Provide specialist professional environmental advice to Senior Management, Project Managers, regions, and client agencies on

all phases of design / documentation and delivery of Capital Works and Minor New Works projects.
2. Develop and submit applications for sacred sites and other Northern Territory specific legislative environmental approvals to

ensure that relevant environmental certificates or approvals are obtained in a timely manner.
3. Develop Departmental Environmental Risk Assessments and evaluate contractor’s Environmental Management Plans (EMPs)

and Erosion and Sediment Control Plans (ESCPs).
4. Monitor construction contractor performance by conducting environmental audits routinely and report non-conformances.
5. Establish an excellent working relationship with clients and communicate effectively, both orally and in writing, on all matters

relating to environmental issues throughout the Territory.
6. Perform all duties in accordance with Departmental OH and S, EEO and environmental guidelines.

Selection criteria
Essential
1. Degree in Environmental Planning/Engineering, Natural Resource Management, Natural Science or similar.
2. Ability to provide specialist professional setting advice to a range of stakeholders including Senior Management, Project

Managers, regions, and client agencies on all phases of design/documentation and delivery of all services.
3. High level oral and written communication with the ability to consult, collaborate, and build effective relationships with

colleagues, clients, community, and industry.
4. Specialist professional knowledge of environmental legislation and its application to the construction industry including both

civil and built infrastructure.
5. Demonstrated understanding of the principles of environmental management plans, erosion and sediment control plans, weed

management plans etc to meet Federal and State Government requirements for best practice publicly funded projects.
6. Good working knowledge of contracts, procurement, and panel procedures, with ability to administer consultant and

construction contracts as superintendent’s representative.
7. Extensive experience and knowledge of practical environmental management including conservation / remediation measures,

their applications, implementation, and durability.
8. Experience in the application of Geographic Information System (GIS) mapping to environmental management.
