Role Purpose
As State Manager – Victoria, you own the complete strategic and financial performance of AVADA's Victorian business unit based in Yarraville. You'll report directly to the Executive GM Strategic Execution & Operations and drive safety, profitable growth, and the AVADA strategy over the short (12–24 months) and medium term (3–5 years). This is not a traditional operations manager role - it's a commercially accountable, strategically focused leadership position where you'll shape market positioning, build capabilities, and deliver measurable outcomes across five critical pillars: Safety, Customer, Operational Excellence, Team, and Commercial.
Your accountabilities
Safety – Build a Proactive, Zero‐Harm Culture
* Own the implementation and performance of AVADA's Integrated Management System (IMS) covering Safety, Environment, and Quality across all Victorian business units
* Monitor control points, review safety performance measures, and embed observable, positive safety behaviours at every level
* Lead by example—demonstrate visible safety leadership in all staff interactions, personally follow up on serious incidents, and actively participate in risk assessments and Return‐to‐Work plans
Customer – Drive Revenue Growth and Market Penetration
* In partnership with the EGM STRATEX & Ops, lead marketing, sales, and product development across Victoria
* Satisfy existing customers, manage region‐wide key accounts, and build a robust pipeline of long‐ and short‐cycle sales opportunities
* Analyse market dynamics, assess competition, and identify growth opportunities - translate insights into revenue expansion, improved market share, and superior Net Promoter Scores
* Develop differentiated or ancillary services in response to customer needs, and execute pilot projects to prove new revenue streams
Operational Excellence – Maximise Productivity and Asset Utilisation
* Drive productivity improvements across people, vehicles, and equipment—positive trends in utilisation, rostering efficiency, and intercompany collaboration are your benchmark
* Manage all aspects of fleet utilisation, safeguard capital assets and brand value, and ensure depot facilities are maintained to required standards with long‐term operational plans in place
* Provide the organisational leadership required to deliver AVADA's strategy within a healthy, supportive climate
Team – Build Capability, Succession, and Culture
* Know and assess the capability of people in the Victorian business
* Implement development plans, succession strategies, and career pathways aligned to the AVADA Way
* Partner with the People & Culture team to ensure large recruitment pools, effective selection and induction, optimum role matching, performance coaching, and fair remuneration processes
* Balance the need for ad hoc customer demand with meaningful working hours for traffic controllers; foster a positive employee relations environment and support State shared services teams
Essential experience and attributes
* Proven senior leadership experience managing multi‐site, multi‐function operations with full P&L accountability
* Strong commercial and financial acumen- budgeting, forecasting, cash flow management, EBITDA performance, and capital allocation
* Deep understanding (or ability to rapidly acquire) of traffic management legislation, VicRoads standards, AS1742, AGTTM, and regulatory compliance frameworks
* Exceptional people leadership - you know how to assess capability, build succession plans, coach performance, and create a high‐trust culture
* Strategic mindset with strong execution discipline - you can set direction, build plans, and hold teams accountable
* Outstanding stakeholder and client relationship skills - comfortable engaging with government, Tier 1 contractors, and executive leadership
* Demonstrated ability to drive safety performance, embed safety systems, and lead visible safety behaviours
* Valid driver's licence and willingness to travel across Victoria as required
