Senior Facilities Manager provides strategic leadership for property management across DFAT's diplomatic compounds in Hanoi and Phnom Penh. This senior position is responsible for delivering comprehensive facilities management services while setting the strategic direction for the capital works pipeline and responding to substantial future capital requirements. This role is a full‐time 12‐month fixed‐term contract based in Hanoi, Vietnam, while also managing Phnom Penh, Cambodia remotely with some travel involved from time to time.
This role is critical to maintaining the Hanoi and Phnom Penh compounds as valuable assets in DFAT's network while ensuring operational excellence through the facility's second decade of operation. The Senior Facilities Manager will balance day‐to‐day operational needs with strategic asset stewardship to support Australia's diplomatic missions in Vietnam and Phnom Penh.
Responsibilities
* Responsible for service delivery under the Contract KPIs and SLAs for all assigned sites.
* Responsible for technical and facilities operations, ensuring all Critical Environment (CEM) requirements are met, and all Planned Maintenance activities are completed per the scheduled maintenance program (Note: must work with Post SAO to coordinate maintenance activities to suit Post operations).
* Provide proactive assistance with any 3rd party contractor works to ensure they will not impact existing infrastructure/building services.
* Provide 24/7 emergency response support and site attendance as required.
* Ensure the JLL Operational Risk Management (ORM) program is implemented and maintained.
* Ensure disaster recovery and business continuity plans are implemented and maintained.
* Ensure an environment that supports teamwork, cooperation and performance excellence within the team.
* Mentor and enable Training & Development of team members.
* Implement regular communication forums with remote assigned site personnel.
* Build and develop effective client/stakeholder relationships across multiple levels of the organisation.
* Act as on‐site key point of contact for facilities in the client's premises.
* Actively engage in JLL internal forums to ensure they are abreast of all innovation.
* Work with the JLL Procurement Manager to ensure that contract procurement processes comply with Commonwealth procurement guidelines as well as JLL's best practice.
* Manage all contracts to ensure that they are professionally delivered at the right costs.
Requirements
* Must have a current Australian Government Negative Vetting 2 Security Clearance.
* Extensive experience in property/facilities management for complex, large‐scale facilities.
* Proven strategic planning abilities and long‐term asset management experience.
* Strong financial acumen with budget management experience at the $2M+ level.
* Demonstrated success in leading multiple operational verticals within a property management context.
* Excellent stakeholder management and communication skills.
* Experience working in diplomatic, government, or high‐security environments preferred.
* Knowledge of Australian building regulations and property management practices.
