Overview Geoscience Australia has established the Earth Observation (EO) Program to holistically manage, govern, and deliver EO capability. The EO capability will make available time-series, continental-scale data and insights of the Australian landscape and environment to inform decision making about Australia’s resources and environment by the Australian government, industry and the community. The EO Program includes Australia/United States partnership on Landsat and Landsat Next, Digital Earth Australia, and collaboration nationally and internationally on standards, technology, and science. The role The role is an APS6 Procurement and Commercial Officer responsible for providing procurement and commercial advice and support to the EO Program within Space Division. The role will support the Satellite Land Imaging Collection (SLIC) Branch and Digital Earth (DE) Branch in the delivery of the EO Program, which includes Landsat Next and key Digital Earth initiatives. You will be instrumental in driving Geoscience Australia’s Earth Observation procurement and commercial arrangements forward. Responsibilities Advise and support DE and SLIC Branches to conduct complex procurement and commercial activities, through all procurement stages including planning, approaching the market, evaluation, with a particular emphasis on contract drafting and finalisation. Develop and manage complex stakeholder relationships to facilitate cooperation, support and participate in sensitive and complex contract negotiations whilst maintaining key relationships to enhance business outcomes. Your excellent communication skills and ability to develop and maintain good working relationships will be key to promoting a positive, customer-focused culture. Provide commercial experience and business acumen working on large acquisitions and/or sustainment projects. Ensure high levels of compliance with legislative, financial and administrative frameworks, and record keeping practices, in particular the Commonwealth Procurement Rules and the Public Governance, Performance and Accountability Act 2013. Engage in risk management, including the conduct of risk assessment and risk management activities. Consider and effectively manage competing priorities and strategic directions in line with organisational goals and objectives. Work collaboratively with Geoscience Australia’s central Procurement Team to enable alignment between procurement practices organisational wide. Perform duties as directed, working independently and under limited supervision while maintaining flexibility to adapt to changing priorities and instructions from management. Collaborate effectively with team members to achieve common goals, fostering a cooperative and supportive work environment. To be successful in the role you will Be capable of drafting and negotiating complex contracts to ensure commercial engagement with suppliers aligns with organisational objectives. Be capable of coordinating, preparing and publishing a broad range of approaches to market through a range of Commonwealth procurement channels, including AusTender, DMP2, and DS4P. Have strong administration skills and the ability to maintain and update accurate procurement records. Communicate with influence and nurture productive working relationships with a wide range of stakeholders including scientific specialists. Be capable of successfully delivering results within required timeframes while balancing priorities. Advise on strategic procurement and contracting issues and support high levels of the organisation. Where applicable, delegate tasks effectively; provide clear direction and articulate parameters; provide clear, constructive and timely feedback in a manner that encourages learning and achieves any required resolution. Adhere to the Australian Public Service Values and the Code of Conduct and consistently behave in an honest, ethical and professional way. Required skills, knowledge, experience and/or qualifications Demonstrated experience in drafting and negotiating complex contracts to ensure commercial engagement with suppliers aligns with organisational objectives. Demonstrated experience in the use of government procurement systems such as AusTender, whole of government procurement panels and the Commonwealth Contracting Suite. Demonstrated knowledge and extensive understanding of the Commonwealth Procurement Rules and related Commonwealth finance and procurement policy frameworks including the Public Governance, Performance and Accountability Act 2013. Demonstrated organisational skills, self-drive and initiative with the ability to influence others to achieve tasks and business objectives. Highly developed written and verbal communication skills. Formal qualifications in procurement, contract management and/or commercial law is desirable. Are you unsure about applying?
