The Diocese of Ballarat Catholic Education Limited (DOBCEL) is the incorporated governing body for Catholic schools across the Catholic Diocese of Ballarat in regional Victoria. Through Catholic Education Ballarat, DOBCEL governs a network of 56 schools (51 primary and 5 secondary), educating more than 13,500 students, and is an Australian registered entity. It provides system-wide leadership, governance, and specialist services to support schools and their communities across the diocese, with offices in Ballarat, Mildura, Horsham, Swan Hill and Warrnambool. DOBCEL is seeking a proven leader in Policy, Risk and Assurance to deliver business excellence across the Diocese.
Reporting to the Deputy Director: Stewardship, the Manager: Policy, Risk and Assurance leads a small specialist team to provide strategic stewardship of the organisation's policy, enterprise risk and assurance frameworks in line with DOBCEL's Strategy 2035. Working as a trusted advisor, the role partners with Principals, school and system leaders, and external stakeholders to embed a robust and proportionate approach to policy, risk and compliance that strengthens governance, resilience and operational continuity.
This role is an opportunity for you to make a sustainable difference as the architect of establishing DOBCEL's enterprise risk management framework (including risk appetite), leading business continuity and emergency management, ensuring schools meet regulatory Minimum Standards, and overseeing the achievement of internal audit and assurance requirements across the Diocese.
The role provides:
Strategic, high-impact leadership role shaping DOBCEL's policy, risk and assurance agenda across the system and schools.
Direct influence at the Board and executive level, including Executive Officer responsibilities for the Assurance & Risk Committee and delivery of board-ready insights.
Purpose-driven work strengthening school compliance, organisational resilience and risk culture across a large Catholic education network
We are seeking applications from candidates with proven senior leadership experience, ideally within education or a similarly complex, regulated environment, along with demonstrated expertise in policy renewal / oversight and enterprise risk management frameworks. You will be an accomplished people leader and change agent who can inspire, mentor and develop teams. You will have strong stakeholder engagement capability with the confidence to influence across all levels of an organisation and the professional credibility to engage with our Board. You will be recognised for critical thinking, sound judgement and the ability to work independently on complex issues, as well as strong written communication skills and experience producing high-quality reports, presentations and management reporting systems. You will be comfortable balancing competing priorities in a dynamic environment and bring exceptional attention to detail in analysis, document review and presentation standards.
