About the Role
The Business Analyst will undertake comprehensive enterprise-level business analysis activities to identify improvement opportunities across complex operational environments. You will engage with senior stakeholders, operational teams, technical specialists, and cross-agency partners to document requirements, analyse current and future state processes, and support the structured implementation of new capabilities.
This is a backfill position within an established long-term program, providing stability while contributing to high-value transformation initiatives.
The role will focus on:
Documenting current state operations
Designing improved future state processes
Supporting capability build activities
Enabling transition toward a future service delivery operating model
Ensuring structured implementation within a secure environment
Strong stakeholder engagement capability, analytical depth, and clear communication skills are critical to success.
Key Responsibilities
Conduct detailed business analysis to identify optimisation opportunities across enterprise functions
Lead structured requirements elicitation activities including interviews, workshops, surveys, and stakeholder consultations
Translate complex operational requirements into clear, structured documentation
Develop and maintain detailed business requirements documentation (BRDs), functional specifications, and process artefacts
Document current and future state business processes using BPMN standards
Identify dependencies, risks, constraints, and improvement opportunities across workflows
Analyse business systems and operational processes for effectiveness and alignment to strategic objectives
Develop and maintain comprehensive Standard Operating Procedures (SOPs) to ensure operational consistency
Support cross-functional teams in the build and deployment of new capabilities
Provide business design expertise to support service delivery uplift initiatives
Contribute to transition planning activities aligned to a future operating model
Facilitate stakeholder workshops to validate requirements and proposed solutions
Provide structured recommendations to senior management and executive stakeholders
Support project planning, execution tracking, and delivery milestones
Engage with external agencies and multi-agency stakeholders as required
Build and maintain trusted stakeholder relationships across enterprise and operational domains
Required Skills & Experience
Active TSPV Security Clearance (Mandatory)
Demonstrated experience as a Business Analyst in complex government or enterprise environments
Strong expertise in requirements elicitation and documentation
Proven capability in BPMN process modelling
Experience analysing and optimising enterprise business systems
Experience producing high-quality SOP documentation
Strong stakeholder engagement and facilitation skills
Excellent written communication skills suitable for executive audiences
Experience supporting operating model transition or service delivery uplift programs
Ability to operate effectively within secure, high-governance environments
Desirable Experience
Experience within Home Affairs or national security portfolios
Experience supporting long-term transformation or capability uplift programs
Familiarity with enterprise service delivery operating models
Experience across multi-agency government initiatives
Experience contributing to RFQ or program response documentation
Understanding of governance frameworks within secure Commonwealth environments
