POSITION SUMMARY:
Reporting to the Director, FOI, Privacy, Integrity & Legal Compliance. This position will lead the Privacy Team which is critical in supporting the department to protect clients' privacy and support the sharing of information to help make Victorian health care safer and better for all patients.
The role will provide expert technical policy and legal advice to the Ministers, Secretary, the Department and relevant Administrative Offices on a range of privacy and information sharing issues together with leading the privacy advisory on a range of strategic departmental and statewide projects. It will also provide oversight of the management of privacy breaches across the department, identify and monitor emerging privacy related risks and provide privacy specific training to departmental staff.
The successful applicant will be experts in providing legal and policy advice to government and influences legislative reform and policies in compliance with the Privacy and Data Protection Act 2014 and Health Records Act 2001 and relevant enabling legislation.
This role is critical to ensuring the department in collaboration with other key agencies, proactively manages and mitigates privacy risks and complies with all relevant public sector values, policies and legislative requirements whilst delivering the government's objectives.
The role requires excellent judgement and the ability to deal with sensitive and complex privacy and information sharing matters which may impact across portfolios and agencies. It requires the ability to get across detailed technical information quickly and make expert decisions under pressure, with a potential high degree of risk. In addition to being a subject matter expert, you require strong skills in communication, stakeholder management, negotiation, and practical problem-solving.
You will be required to:
1. demonstrate expert and specialist knowledge, driving and delivering statewide projects;
2. lead, guide and develop staff in this specialist area;
3. develop and implement continuous improvement in practice, policies and influence legislation related to privacy and information sharing functions across and external to the department; and
4. support clients and maintain positive relationships by actively working with stakeholders.
