Primary objective
Provide centralised, strategic leadership of workforce and organisational functions for the department and deliver cost
savings, efficiency and operational improvements.
Context statement
The role will provide a single point of accountability for the department’s workforce strategy, organisational design and
people performance to deliver efficiency reform.
Key duties and responsibilities
1. Lead the implementation of a department-wide strategic HR workforce plan and prepare the department’s strategic plan
and annual report.
2. Support department organisational reviews, new positions, position evaluations, classification processes and manage JES
evaluators.
3. Coordinate the department’s professional development, succession planning, Early Careers and recognition and reward
programs.
4. Provide secretariat and strategic support to the strategic HR management committee, reporting to the department’s
Executive Leadership Board.
5. Identify workforce related cost reduction opportunities across workforce, assets and organisational and operational
areas.
6. Develop and implement strategies to improve compliance rates of required training and myPerformance staff
agreements.
Selection criteria
Essential
1. Demonstrated knowledge of workforce and organisational policies and proven experience applying best-practice
personnel, human resources and workforce development processes to manage and coordinate departmental functions.
2. High level interpersonal and presentation skills to effectively consult, collaborate, negotiate and influence, at a senior
level, with staff and stakeholders from diverse backgrounds and cultures.
3. Demonstrated program and project planning to independently lead and develop opportunities that enable collaborative
delivery of strategic plans, programs, workforce initiatives and projects.
4. Well-developed strategic, conceptual and analytical skills to prioritise complex tasks in a high-pressure environment,
working autonomously to achieve outputs and meet critical deadlines with quality outcomes.
5. Knowledge of financial, budget, human resources, information management and administrative processes to identify cost
savings and productivity improvements across workforce, assets and organisational and operational areas.
6. Highly developed writing skills and experience in preparing reports and recommendations with proficient standards of
thoroughness, accuracy and attention to detail.
Desirable
1. Experience with organisation structures and codes, mandatory training requirements, performance plans, learning and
development systems (online) and software programs including records management and Microsoft applications.
