About This Role

Lead licensing, intelligence, engagement and client services functions for Tobacco Licensing Victoria.

Fixed, Full-Time opportunity until 30 December 2027.

SES Grade 1: $232,790 - $298,488 Total Remuneration Package.

About The Business Unit

The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system.

Tobacco Licensing Victoria (TLV) is a business unit of the department. Located in the Justice Services and Regulation (JSR) Group. Under the Tobacco Act 1987, TLV administers the tobacco business licensing scheme, regulating the retail and wholesale supply of tobacco.

The scheme became fully operational from 1 February 2026, when compliance and enforcement powers came into effect. As a new regulator, there is a range of work continuing to ensure establishment and transition to business as usual. The policy and operational context demand TLV is agile, responsive and coordinated and needs to effectively manage a range of risks.

About The Role

Reporting to the Chief Operating Officer, Tobacco Licensing Victoria, the Director, Licensing Intelligence and Systems leads the management and delivery of licensing, intelligence and the engagement and client services functions and key operational enablers and projects to support the continued establishment and smooth operation of the tobacco regulator, including:

* ongoing oversight and leadership of a risk-based, intelligence led licensing function to ensure alignment with tobacco legislation and regulations and ongoing improvement through a strong lens on quality assurance and change management activity
* working proactively and collaboratively with the Director Compliance and Enforcement to lead the seamless delivery across TLV of the intelligence, engagement and client services functions including interface with Compliance and Enforcement and TLV operating framework
* the Director Licensing Intelligence and Systems will be the central coordination point for corporate and Parliamentary reporting, Cabinet submissions and budget processes. While responsibility for recruitment and budget management rests with the responsible delegates in TLV, the Director Licensing Intelligence and Systems is the primary interface with Corporate Strategy and Delivery, overseeing responses to request, central reporting and leads governance activity across the unit.

About You

* A proven track record in senior management and corporate leadership in matters of service planning, corporate services and governance.
* Previous experience in compliance with statutory requirements, establishing corporate priorities and managing a complex business services function.
* Sound knowledge of and/or experience in Victorian government administrative processes, contractual and compliance requirements.
* Proven people management skills, including demonstrated ability to build effective high performing teams, to successfully lead change and to deal responsively, practically and creatively with complex people issues.
* Exemplary stakeholder engagement, relationship and management skills including demonstrated ability to develop effective relationships with key senior stakeholders across diverse backgrounds.
* Expert knowledge and understanding of the key issues impacting the management and delivery of public services and a track record in the provision of clear high-level advice on complex issues.
* High level finance, procurement and contract management skills and proven ability to manage the delivery of government policy objectives.
* Strong ability to understand, simplify and communicate to others, data insights, including complex concepts and processes
* Demonstrated ability to lead high performing teams and promote a culture which encourages initiative, innovation and strives for continuous improvement.
* A commitment to the department's values, including to consciously build Aboriginal cultural awareness and inclusiveness.

Qualifications/Requirements

* Appropriate tertiary qualifications or experience in the fields of legal policy and public policy is highly desirable.
