Primary objective
To contribute to the identification, consultation and development of culturally informed early childhood service models for Community
Child Care Fund Restricted -CCCFR funded service, through community engagement, partnership with cultural authorities, and evidence-
based analysis, in order to inform CCCFR reform decisions and support sustainable service transitions, including pathways into NQF or
alternative models and funding arrangements.
Context statement
The Early Childhood branch provides high level leadership of strategic policy initiatives and targeted programs to improve the quality and
integration of early childhood services to maximise outcomes for children and young people in the Northern Territory. Early Childhood
also leads local and national early childhood policy reforms and key projects, provides advice to the Minister and the department's senior
executive, and engages with a broad range of stakeholders to benefit our clients.
Key duties and responsibilities
1. Work collaboratively to plan and support culturally safe, community-led consultation, including visits, meetings, and workshops that
reflect local priorities and inform community-preferred early childhood service models.
2. Establish and maintain effective working relationships and professional credibility with CCCFR education and care services, the public
and key stakeholders.
3. Work collaboratively with members of the Australian Government, NT Regulatory Authority and members of other state and territory
governments and key stakeholders to provide and receive critical feedback in a quality assurance environment.
4. Produce high quality written reports with recommendations as required and work independently on allocated work.
5. To a high level, interpret relevant legislation, protocols and procedures within the legal framework that underpins the Education and
Care Services National Act, including the National Quality Framework (NQF).
1. Develop practical and innovative solutions to complex, multifaceted problems while being politically astute, tactful and the ability to
deal with issues of a sensitive and confidential nature.
Selection criteria
Essential
1. Ability to interpret National Education and Care Services Act legislation and achieve high quality professional judgement in the
auditing of CCCFR services in line with the NQF.
2. Demonstrated knowledge and understanding of Aboriginal societies and cultures and the impact of issues affecting early childhood
education and care and the early learning and development of young Aboriginal children.
3. Demonstrated ability to work collaboratively with community and cultural partners to plan and support consultation and engagement
activities that inform service design and delivery.
4. Strategic, conceptual, analytical, and collaborative skills including the ability to interpret education and care practice in a range of
settings, including remote and very remote communities.
5. High level written and communication skills with the proven ability to deliver outcomes within tight deadlines.
Desirable
1. Degree in early childhood education or a relevant professional qualification
2. Knowledge and understanding of the National Quality Framework and associated NT and national policy in relation to
education and care services, including those in remote and very remote locations.
Further information
The successful applicant will be required to hold a current Working with Children Clearance (Ochre Card) notice and NT drivers'
licence, have the ability to pass a criminal history check and willingness to travel regularly to remote and very remote locations.
