What You Will Do As a Finance Officer

The Legal, Corporate and Information Services Division provides the professional corporate services and information the organisation requires, when they are required, to operate effectively. The Division's remit includes specialised legal services, people and culture, finance and procurement, IT applications and data governance, and corporate reporting and governance functions. The division also has responsibility for operating the energymadeeasy.gov.au website.

The Finance, Strategy & Performance Branch supports AER's financial management, strategic planning, risk management, reporting and procurement services to the AER leadership team and Board. The branch also provides secretariat services to the AER Governance Forum and is a strategic partner to support the operations of the AER.

The AER is preparing to become an independent agency, in anticipation of a separation from the ACCC to take effect from 1 July 2026. The branch is developing the capabilities, frameworks, structures, systems, processes, and resources required to deliver our enabling functions as a standalone service for the AER.

The Finance Officer reports to the Financial Accountant and is responsible for supporting the financial accounting functions including accounts processing, cash management, travel and related reporting and compliance requirements. The Finance Officer will play a key role in the Financial Accounting team.

As a Finance Officer you will

* Provide leadership to two Accounts Officers who will be responsible for Accounts Payable and Accounts Receivable processing, and travel and purchase card processing.
* Support the end‐of‐month cycle ensuring accuracy of accounts and journal processing, undertaking bank reconciliations and other account reconciliations including maintaining appropriate records.
* Prepare the AER's Business Activity Statement (BAS) returns and annual Fringe Benefits Tax (FBT) returns including compiling supporting evidence.
* Provide support to AER staff with advice on travel and purchase card compliance, undertake card monitoring and maintenance, and contribute to compliance reporting.
* Support as required with making international travel arrangements and manage the acquittal process for international travel.
* Assist the team with preparation of input for the Annual Report, Ministerial and Senate Estimates Briefs and Questions on Notice as required.
* Contribute to the ongoing development and improvement of processes and procedures within the team.
* Develop and maintain effective relationships with stakeholders.
* Collaborate with team members and assist with other operations of the Finance, Strategy and Performance Branch as required.

About the candidate

All candidates are expected to meet the APS Integrated Leadership Profile (ILS) for the classification advertised. Follow the link for more information on the ILS. This role in particular requires:

* Demonstrated experience in accrual accounting, monthly financial reconciliation and reporting processes, and purchasing card management.
* Well developed communication and stakeholder engagement skills, and a demonstrated ability to work collaboratively with a range of people and related corporate functions.
* An ability to obtain and maintain a Baseline Security Clearance as a minimum (required for CBMS access).
* A demonstrated ability to identify and resolve problems and contribute new ideas.
* Competence in computerised accounting systems such as TechnologyOne and CBMS, and intermediate MS Excel skills.

The following job specific criteria are also highly desirable

* Government experience in a similar role
* Qualifications in accounting or similar discipline (or working towards).
* CPA/CA professional membership (or working towards).

Salary

$93,004 - $98,617 (plus 15.4% superannuation)
