Position Type: Permanent Full Time (9 day fortnight, 36.25 hours/week)

Salary Range: LGO5 ($87,024 - $90,825 per annum + superannuation) based on skills, qualifications and experience

About the Role

The Contract Manager role places the customer at the centre of all activities while promoting a strong safety culture and compliance with workplace health and safety policies, procedures, and legislative requirements to ensure "Everyone Goes Home Safe Today." It contributes to an outcomes‐focused and value‐adding culture, supports business continuity, and manages the end‐to‐end tender process and contract management with a significant focus on Information Technology (IT) and digital services contracts.

Responsibilities include reviewing and preparing tender scopes and technical documentation for ICT goods and services, establishing appropriate tender approaches, managing procurement processes; assessing and recommending submissions; and engaging contractors in consultation with ICT, cyber security, and business stakeholders to ensure alignment with Council standards and governance frameworks. The Contract Manager also plans and monitors contract administration activities, including cost control, forecasting, financial reporting, and procurement arrangements, ensuring value for money, continuity of critical IT services, and compliance obligations. It involves identifying efficiencies, managing contract‐related risks, developing mitigation measures, resolving contract issues, monitoring service level agreements, and supporting service providers to deliver outcomes aligned with Council's objectives and digital strategy. Additionally, the role provides guidance to internal staff on effective contract management practices and supports consistent application of contractual, financial, risk, and governance principles across the Council.

Qualifications

* Demonstrated experience role modelling a positive safety culture and adherence to Health Safety Management Systems through visible leadership and exercise of due diligence and management of compliance and legislative obligations.
* Degree level qualification in contract management, law, business, information technology or related discipline (essential) or significant demonstrated experience in contract management across the contract life cycle, including procurement, contractor performance, analysis of progress and risks, resolution of issues, negotiation and recommendations for authorisation of variations, extensions of time and payments and contract completion.
* Demonstrated experience managing contracts with significant IT, digital, or technology service components, including vendor performance and service level management.
* Well‐developed understanding of managing vendors operating in ICT or technology‐enabled environments, including service continuity and risk considerations.
* Sound knowledge of Local Government framework (Local Government Act and Regulations) as it relates to procurement and contracting.
* Highly developed interpersonal skills including verbal and written communication, negotiation, facilitation and conflict resolution skills.
* Strong capability in managing workload and prioritisation of work.
* Well‐developed stakeholder management skill across technical and non‐technical environments.
* Experience with end‐to‐end contract administration, records keeping governance and financial principles of contract management.
* Demonstrated ability to negotiate contractual conditions and effective outcomes against key contract deliverables.
* Sound understanding of legislation relevant to Local Government procurement, contracting, finance, technology‐enabled services including cyber and information security and Workplace Health and Safety.
* Current unrestricted Queensland "C" manual class driver's licence.
