Principal Business Analyst

Location – Parramatta with flexible working arrangements

Employment type – Full time, Temporary up to 6 months x 2

Salary – Grade 11/12 -$149,739 to $ 173,174 pa plus superannuation and annual leave loading benefits

Your role

The Principal Business Analyst works as a part of a multi-disciplinary team, acting as a bridge between business needs and technical solutions, ensuring business requirements are aligned and best fit within the technical landscape and systems.

This role is key in the development and implementation of solutions associated with new business projects and changes to existing products and services by capturing, clarifying, and prioritising the business requirements that will optimise business operations and support strategic goals.

You'll play a key part in shaping the future of improved service design and our digital ecosystem by contributing to impactful projects that make a difference to Homes NSW customers and staff.

About Customer Experience and Innovation (CEI)

CEI is a dynamic and energetic team within Homes NSW. We are at the forefront of multiple exciting service and digital transformation programs aimed at modernising core systems, streamlining processes and delivering quality improvement to the experience of people who access housing services and the employees who provide services to clients and citizens.

CEI achieves this through policy innovation, creative and inclusive business process re-design, and by harnessing the value of digital innovation and carefully planned transformation.

We succeed when we work collaboratively and in genuine partnership with a range of internal and external stakeholders and vendor partners. We are especially proud of our efforts to always put the customer front and centre of the work we do, co designing people, process and technology solutions with our end users being citizens, customers and staff.

Our work spans:

* Managing housing operational policy, procedure and rent systems.
* Undertaking innovative programs, often with partner agencies, to improve access to housing products and services.

* Managing and enhancing a suite of digital applications including MyHousing Online Services applications, mobile apps, digital communications, digital forms, as well as several business applications that our staff use to help deliver services.

* Maintaining partnerships with a range of external advocacy and human service agencies, as well as suppliers and contracts linked to our digital work program.
* Undertaking innovative projects that embrace emerging technology including AI.
* Driving a continuous improvement program through modern, high-quality policy, process and service system design, that aims to improve the customer experience, make it simpler for people to access housing services and make it easier for staff to do their work.

What you'll do

As part of the Customer Experience & Innovation (CEI) team within HOMES NSW, you are responsible for but not limited to:

* Identify and analyse existing business processes, systems and other functional requirements to document and recommend creative, feasible and cost-efficient improvements that aim to enhance business operations and performance, and the experience of staff and customers
* Use contemporary industry knowledge to Identify technology opportunities that meet project goals, align with the strategic, business and functional needs of the agency, deliver customer focused outcomes and meet industry best practice.
* Engage with a range of internal and external stakeholders including people with lived experience, to define business and customer requirements through journey maps, personas and user stories; using best practice methodologies to review and evaluate the effectiveness of tools, systems and methods of service delivery.
* Proactively identify service, security, system and business improvement opportunities, including AI, which can increase work efficiency, reduce manual administration, protect systems and data, simplify processes and deliver an improved end user experience.
* Engage with a range of technology partners throughout project development and in system operations, providing vendor management support and guidance, and contributing to market assessment processes and contract management.
* Deliver and contribute to a range of project management materials including technical and functional designs, business cases, test plans, business process maps and system operating manuals.
* Support business and system deployment, including preparing for and undertaking system testing.
* Mentor project staff in business analysis methodologies and activities.

What we're looking for

You are an experienced professional with strong business analysis capabilities and excellent communication skills. You will play a key role in shaping our digital transformation strategy and driving business success through the effective analysis of complex requirements and the delivery of innovative solutions. You will collaborate effectively with diverse stakeholders across departments to understand business needs, identify opportunities for improvement and develop actionable insights to support decision-making. Proficiency in tools such as JIRA and Confluence, along with knowledge of Agile or Waterfall methodologies is essential. Experience with process modelling tools is highly regarded. You are committed to continuous improvement and staying informed on industry best practices to support government priorities and service delivery.

To be successful in this role, you will have:

* Ability to lead collaboration with diverse stakeholders to gather and analyse business requirements.
* Expertise driving and documenting comprehensive analysis of current systems and processes to identify and implement improvements.
* Capability to provide strategic solutions for complex and ambiguous situations to facilitate effective decision-making.
* Experience to understand and document data flows, identify noisy data, and promote efficient data usage.
* Proficiency in defining and documenting business processes, workflows, data flows, and system requirements.
* Experience developing and overseeing detailed business and functional specifications, user stories, and acceptance criteria.
* Ability to guide technical teams in translating business requirements into technical specifications.
* Expertise in facilitating and leading stakeholder workshops and meetings to gather requirements and drive alignment.
* Ability to monitor supplier performance against contract deliverables, and prepare documentation to lead and support tender processes.
* Competence in monitoring project progress, proactively identifying and mitigating potential risks or obstacles.
* Strong communication skills to engage effectively with stakeholders at all levels to ensure transparency and alignment throughout the project lifecycle.
