About the Opportunity

experienced and values driven professional to lead our internal audit and assurance function. The
Internal Audit Manager
is central to strengthening Council's operational governance, risk management and performance frameworks through independent, risk-based audit and advisory activities.

Reporting administratively to the Legal Counsel (Head of Legal & Compliance) and functionally to the Chair of the Audit, Risk and Improvement Committee (ARIC), you will deliver a program of operational compliance and performance audits that add real value—improving systems, processes and accountability across the organisation.

This position is ideal for a professional with audit, risk, investigation, governance or legal experience who is passionate about helping a complex public sector organisation operate efficiently, ethically and transparently.

Key Responsibilities

* Develop and deliver a risk-based multi-year internal audit plan aligned with Council's strategic objectives and enterprise risk framework.
* Conduct operational, compliance and performance audits in accordance with the multi-year audit plan, that evaluate efficiency, effectiveness and control strength across Council functions.
* Prepare clear, concise audit reports with detailed recommendations and create and monitor implementation timelines of recommendations.
* Support the ARIC by providing audit reports, planning meeting agendas and tracking audit actions.
* Provide independent advice to the CEO, and ARIC as requested
* Foster a culture of integrity, accountability and continuous improvement.

To Succeed In This Role, You Will Have

* Tertiary qualification in business, accounting, law, risk management, governance, public administration or investigation.
* At least 3 years' experience conducting audits, compliance reviews, operational evaluations or investigations and report writing in a complex organisation.
* Strong understanding of governance, risk and control frameworks and the NSW local government environment.
* Excellent analytical, problem-solving and communication skills with the ability to engage confidently at all levels.
* High integrity, sound judgement and the ability to work autonomously while maintaining effective relationships.

It's great if you have the following, but if you don't, we still encourage you to apply.

* Professional certification such as CIA, CA/CPA, CIIA, CFE or equivalent (or willingness to obtain).
* Experience working with or supporting an Audit, Risk & Improvement Committee.
* Knowledge of the Local Government Act 1993, associated Regulations and OLG Guidelines for Risk Management and Internal Audit
* Experience in data analytics, IT / system auditing or process improvements in a public sector environment.

Business & Performance Directorate
The Business & Performance Directorate oversees a comprehensive portfolio of organisational functions encompassing people management, financial services, risk and governance, technological advancement, commercial operations, and strategic asset management.

The Business & Performance Directorate provides all corporate services functions within PMHC, supporting the needs of over 700 staff across the organisation every day as well as the short and long-term strategic direction of the entire organisation.

Remuneration And Benefits
Employment Type: Full time, Permanent 35 hours per

week.

Salary (exclusive of super): Starting in the range of $118,824 to $133,001 depending on skills and experience.

Performance salary increase based on exceeding goals available after 12 months.

This role

also qualifies for a Vehicle allowance.
