Purpose of Position
Reporting to the Manager Court Security Policy and Plans, and appointed a Deputy Sheriff, the role of the Manager Enforcement is to manage the service and execution of all process of the courts directed to the Sheriff of the court jurisdictions supported by the entity established under the CALA Act.
The Manager Enforcement is also responsible for dealing, on behalf of those court jurisdictions, with:
* the Australian Federal Police; and
* the police forces of the States and Territories.
In relation to the service and execution of process of the courts directed to members of any of those police forces.
As a Deputy Sheriff the Manager Enforcement may, subject to any directions of the Sheriff, exercise or perform any of the powers or functions of the Sheriff directed to the position. The position will undertake work that is complex in nature, will work under limited direction with a substantial degree of autonomy and accountability.
The position also provides a range of assistance and project support services to the Manager Security Policy and plans, including providing in relation to security matters within the court system. Providing assistance in the development of security planning, policy development and implementation and project management.
The role has a considerable level of public contact in relation to difficult and sensitive issues and will liaise with a range of stakeholders.
Work may involve the setting of priorities and managing workflows.
The position will also conduct the analysis and design of arrangements for the service, including the proposed Federal Family Violence Orders (FFVO).
As a national role, some interstate travel is required.
Key Responsibilities and Duties
The occupant of this position will:
* Manage the sensitive and difficult service and execution of all process of the courts directed to the Sheriff of those court jurisdictions supported by the entity established under the CALA Act.
* Monitor the status and record the outcome of referrals, warrants of arrest and orders directed by the Court to the Australian Federal Police (AFP).
* Prepare correspondence of a complex nature.
* Contribute to the development, management and adherence to enforcement policies and procedures.
* Develop and maintain effective working relationships with stakeholders including the judiciary and staff, the legal profession, court users and partner law enforcement and security agencies.
* Anticipate and respond to the requirements of service and execution of the courts' orders.
* Represent the jurisdictions and Sheriff by promoting their interests at professional, litigant community and across-agency levels.
* Provide specialist assistance to key stakeholders, including judges, staff, litigants and their legal representatives to achieve court ordered outcomes.
* Prepare enforcement procedures and workflows.
* Provide expert advice and interpretation within the enforcement area, including preparing relevant strategic advice where appropriate.
* Provide professional services including case management and case reviews for complex cases.
* Appear for routine matters in external jurisdictions on behalf of the agency.
It is desirable that candidates have completed (or near completed) a qualification in law.
Special Requirements
The position is a Designated Security Access position and requires NV2 clearance to be achieved within the probationary period, or a period determined by the delegate.
Selection Criteria
* Ability to undertake research (including on-line research) and demonstrable strong written communication skills.
* Sound organisational skills including the ability to manage priorities, meet deadlines and work effectively under pressure in a team environment.
* Strong stakeholder management skills include developing and maintaining effective working relationships with stakeholders including the judiciary and staff, the legal profession, court users and partner law enforcement and security agencies, including State and Territory Sheriffs and Bailiffs.
* Well-developed interpersonal skills including tact, discretion, initiative and the ability to communicate effectively with members of the judiciary, the legal profession, the public and other court staff.
* Knowledge, or ability to acquire knowledge, of the functions, the organisation, practices, procedures and terminology of relevant Legislation, Policy and procedures.
