Primary objective
Manage the development and delivery of assigned civil Capital Works, Minor New Works and some Specific Maintenance
projects to ensure projects are delivered to achieve the objectives.
Context statement
The position is a senior professional within the Civil Delivery team and provides high-level project management services to
achieve outcomes.
Key duties and responsibilities
1. Deliver assigned complex and non-complex Capital Works, Minor New Works, and specific maintenance projects,
ensuring the deliverable objectives and constraints of time, cost and quality are achieved.
2. Manage all phases of the project including investigation, development design and formulation of the civil asset
construction projects for roads, and other civil assets in the region, investigation operational and construction problems
and recommending solutions.
1. Undertake the roles of Superintendent Representative for construction contracts and role of Contract Supervisor for
consultants. Administration of design consultancies and construction contracts, to ensure construction and industry
standards are maintained and comply with Northern Territory legislation and Departmental policies and procedures.
1. Manage negotiations with a strong grasp of the key issues, anticipating stakeholders' expectations and concerns,
encouraging the support of relevant stakeholders.
Selection criteria
Essential
1. A degree in Civil Engineering or similar field and registration, or eligibility for registration as an Engineer.
1. High level professional knowledge with sound experience in civil design, construction and maintenance techniques and
practices, including roads and marine associated structures, transport assets, land servicing and hydraulics and best
practice environmental management, with particular reference to the NT.
1. Strong Project Management knowledge and experience in Contract Management, development and interpretation of
design and construction tender documentation and procurement processes.
1. Experience in contract and stakeholder negotiations, influencing, and dispute resolution and relationship management.
2. Demonstrated ability to approach negotiations with a strong grasp of the key issues, anticipating stakeholders'
expectations and concerns, encouraging the support of relevant stakeholders.
6. High-level written and verbal communication skills in presentations, contractual correspondence, briefings and authority
submissions including the ability to clearly articulate complex concepts and critical issues with simplicity.
Desirable
1. Post graduate qualification in Project Management or similar.

Primary objective

and other civil assets in the Region, ensuring projects are delivered as defined by various Project Managers and to the
satisfaction of clients. Provide high level professional advice to clients and project managers on civil construction projects.
Key duties and responsibilities

2. Contribute to the investigation, development and formulation of the civil asset construction programs for roads and other
civil assets in the region.
3. As Project Engineer, deliver assigned Capital Works and some Minor New Works projects in the region, ensuring projects
meet the client's requirements in relation to time, cost and quality in accordance with briefs provided by Client
Departments.
1. Establish an excellent working relationship with clients and communicate effectively, both orally and in writing, on all
matters relating to the projects and provide a high level of assistance on related matters that may be required to ensure
that projects are achieved.
1. Arrange clearances and authorisations to enable projects to proceed. Ensure all clearance requirements are identified and
addressed prior to contractors commencing work on site.
1. Carry out all duties in accordance with Departmental Occupational Health and Safety (OH&S), Equal Employment
Opportunity (EEO) and environmental guidelines.
Selection criteria
Essential
1. Recognised tertiary qualification in Engineering, and registration or eligibility for registration with Engineers Australia.
1. Good written and oral communications skills including the ability to prepare documentation for design, procurement,
project and contract management.
3. Good knowledge of road and civil industry design, construction and maintenance techniques and practices, including
roads, land servicing and hydraulics and best practice environmental management.
4. Well-developed information technology skills such as word processing and spreadsheet software as well as project
management and design tools.
5. Good working knowledge of the requirements of the relevant legislation as applied in the NT or similar jurisdictions as
well as a range of relevant Australian Standards, Codes of Practice and associated Guidelines.
6. An ability to interact effectively with people from diverse cultures.
7. Current Driver's Licence.
Desirable
1. Diploma in Civil Construction Management, Government Contract or Project Management or similar.
2. Sound knowledge of business management and business drivers in a political and economic environment.
