SALARY:
A base salary of $106,005 pa with competency-based increments up to $122,966 pa + 12% employer contribution to superannuation
Plus Private use of vehicle under lease back arrangement
Candidates with significant skills, qualifications and/or experience may earn up to $140,000 pa.

EMPLOYMENT TYPE:

THE POSITION:
This position will actively support the Team Leader Building Surveying to provide a customer focused and responsive Building Surveying service to the community. The jobholder will undertake and supervise other staff to conduct delegated Building Surveying regulatory functions and duties associated with buildings & structures (all classes under the National Construction Code), development approvals, swimming pools and fire safety assessment, approvals and inspections.

Responsibilities

KEY RESPONSIBILITIES

* Exercise the role of Certifying Authority and Principal Certifying Authority on behalf of Council under the provisions of the associated legislation
* Assess and determine applications for Part 6 Building and Subdivision Certification Applications.
* Carry out critical stage inspections of all classes of buildings and structures.
* Review and approve correspondence and applications assessed by Building Surveyors and Trainees
* Assess and determine Development Applications for dwelling houses and ancillary structures.
* Prepare conditions of Development Consent – referrals
* Process section 68 applications such as Solid Fuel Heater, Building Information Certificates, stormwater, OSSM and plumbing approvals.
* Undertake inspections of section 68 approvals
* Facilitate the implementation of a Fire safety inspection program and provide a follow up service with regard to "Annual Fire Safety Statements".
* Undertake inspections for Council's Swimming Pool Inspection Program.
* Undertake general administrative duties and functions, including the NSW Planning Portal.
* Maintain building, swimming pool, plumbing and other data bases as required.
* Perform other tasks or duties as directed by the Team Leader which are within the limits of the employee's skill, competence and training.
* Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS.
* Observe appropriate AlburyCity Policies and Procedures regarding day to day operations including Equal Employment Opportunity policies, AlburyCity's Dress Code and Standards Policy and AlburyCity's Code of Conduct.

EMPLOYMENT CONDITIONS:

* Based on a 35 hour week, with actual days and times being Monday to Friday, 8:30am to 5:00pm, with an RDO in accordance with AlburyCity's RDO guidelines.
* This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor.
* This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity's Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely.
* This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, including manual handling tasks as part of a normal working environment. A medical declaration will be required to be completed prior to commencement.
* This position is to hold and maintain registration as a Registered Certifier (Department of Fair Trading). CPD training is to be undertaken.
* A fully maintained vehicle is available with access to private use under AlburyCity's Leaseback Program.
* This position requires the employee to lodge an annual Pecuniary Interest Return.
* This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act.
* This position requires evidence of a current Australian National Police Check.
* This position is subject to alcohol and other drug testing.
* This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with frequent visits to external sites/depots.

ESSENTIAL CRITERIA:

* Degree or Advanced Diploma in Building Surveying or related discipline and/or relevant demonstrated Building Surveying experience
* Accredited as a Registered Certifier - Building Surveyor-Unrestricted/ Restricted by the NSW Department of Fair Trading
* Extensive knowledge of the National Construction Code and associated standards
* Class C (standard) Driver's Licence (compulsory to have and maintain)
* Demonstrated supervisory experience

DESIRABLE CRITERIA:

* White card - Construction
* Knowledge of NSW Local Government practices

SPECIALIST KNOWLEDGE AND SKILLS:
A thorough understanding of relevant legislation, requirements and obligations regarding Development Assessment and Certification related elements.

* High level understanding of;
o Environmental Planning & Assessment Act
o Local Government Act
o Building Regulations (NCC)
o Building and Development Certifiers Act, fire safety principles and fire safety program implementation
o Plumbing and Drainage Act and associated plumbing standards
o Computer literacy and ability to learn new systems/processes as required
* An advanced understanding of word processing, general office equipment and general office functions.
