About the Role
We are seeking an experienced Cost Estimator to derive high‐quality complex cost estimates for both the acquisition and sustainment of a key Naval Program. The position will require costing and financial analysis services.
This role has a critical focus on developing accurate cost models using the Automated Cost Estimating Integrated Tool (ACEIT), Capability Costing Tool (CCT) supported by advanced Excel modelling contributing to key artefacts for Defence review boards and budget cycles.
You will work closely with project managers, finance teams, and senior Defence stakeholders to ensure cost outputs are robust, compliant, and aligned with program priorities and funding guidance.
Key Activities
* Develop and analyse cost estimates for a major capability program to support decision making, milestone reviews and government approvals.
* Estimate, assure and document the Total Cost of Ownership of a major capability program.
* Interpret and apply Defence cost estimation policy, process, methods, and tools, to ensure estimates are compliant and suitable for government submissions.
* Conduct analysis of key cost drivers, sensitivity testing, and analysis of alternatives to inform decision-making and trade off proposals.
* Lead requirements gathering meetings with stakeholders.
* Act as a trusted cost advisor to project managers and senior stakeholders, clearly explaining risks and uncertainties.
* Contribute to continuous improvement of costing processes to enhance consistency and quality across the program.
Requirements
* AGSVA security clearance (current).
* Proven experience in Defence cost estimation and sustainment financial analysis.
* Proficiency with using costing tools such as ACEIT and the CCT for developing and validating cost models.
* Strong understanding of Defence financial governance frameworks and Defence Cost Estimation Standards.
* Demonstrated ability to prepare financial tables, long‐range cost projections and financial narratives.
* Advanced Excel skills.
* Excellent stakeholder engagement and communication skills, with the ability to present complex financial data clearly to both technical and non‐technical audiences.
* Strong analytical and problem‐solving skills, with the ability to identify cost drivers, assess risks, and recommend solutions.

This position does not support remote working or work from home arrangements. Services must be provided on site at Majura Park, Canberra, ACT.
