The Climate Change Authority (the Authority) is an independent statutory body located in the Climate Change, Energy, the Environment and Water portfolio. The Authority provides balanced, expert, evidence-based advice to the Australian Government on climate change, including through conducting regular and specifically commissioned reviews and through undertaking climate change research. The Corporate Branch works collaboratively as a multidisciplinary team to provide strategic and operational services and advice across the Authority's human resources, financial management, procurement, property and facilities management, governance, risk and audit, protective security, and information management functions. The Assistant Manager, Finance reports directly to the Finance Manager, supporting the effective leadership of the finance function and the delivery of associated activities and outcomes. The Finance team collaborates across the Authority to manage internal and external budgetary requirements, deliver current and relevant financial information and advice to stakeholders, and provide products and services including budget management, financial statements, external/internal reporting, accounts processing, and treasury. The key duties of the position include Overseeing and managing financial processing, operations and treasury. Preparing financial statements, reports and analysis for internal and external stakeholders including annual financial statements, monthly internal reports, Committee briefs and Portfolio Budget Statements and estimates. Preparing financial policies, procedures, and financial Instruments of Delegation. Complying with financial framework and accounting standards. Advising senior management on financial risks and performance. Ensuring the business meets all required statutory reporting, contractual obligations, auditing and tax requirements, and maintains an exemplary reputation through the management of governance and conformity with the Public Governance, Performance and Accountability Act 2013. Leading business strategy to improve operational efficiency and productivity and foster a collaborative team environment that shares lessons learned, to ensure a continuous improvement approach is taken to project management and service delivery. Supervising, guiding and mentoring more junior staff within the Finance team. Key attributes for the position include: Demonstrated experience in team development, effective communication, financial systems and reporting. Ability to adapt and take initiative in dynamic and changing environments. Demonstrated planning and organisation skills, with a proven ability to deliver outcomes within time and budget constraints. Demonstrated conceptual and analytical skills to research, analyse, develop and implement solutions to complex business processes and systems to deliver results. Strong written, verbal and interpersonal skills including proven ability in writing and editing high level documentation and reports. Strong stakeholder engagement skills with proven ability to influence, build and maintain working relationships with diverse internal and external stakeholders. Well-developed interpersonal skills that foster trust and cooperation, and a proven ability to work effectively and with integrity within a politically sensitive environment. Ability to work in a fluid environment, remaining flexible, agile and adaptable in supporting colleagues at short notice. Suitable qualifications in Business, Commerce or Accounting is desired, but not essential.
