The Department of Veterans' Affairs (DVA), along with the Repatriation Commission and the Military Rehabilitation and Compensation Commission, is seeking an experienced ICT Program Manager to oversee and manage the delivery of ICT projects. The role involves providing guidance, consultation, and technical leadership across the program of work, from ideation to closure. The successful candidate will define solutions, ensure project alignment with business needs, and develop multi-horizon views for digital platform implementation. This position will be based in Canberra, ACT, and requires a hybrid working arrangement.

Key Skills and Experience Requirements

* Financial Management: Proven experience in monitoring and maintaining financial records for compliance and audit, assisting with budgeting and financial planning.
* Organisational Change Management: Strong experience in developing and executing change management plans in collaboration with sponsors and project teams.
* Project Management: Expertise in managing medium-scale projects, ensuring adherence to cost, timescale, and resource budgets, and providing effective leadership to project teams.
* Requirements Definition and Management: Ability to define and manage scoping, requirements, and prioritisation activities for medium-sized initiatives.
* Stakeholder Relationship Management: Strong capability in managing stakeholder relationships, facilitating communication, and promoting understanding between business and technical teams.

Key Duties and Responsibilities

* Provide Guidance and Leadership: Lead and provide technical guidance across the program of work from ideation to closure, ensuring alignment with business objectives.
* Solution Design: Define solutions based on business needs and present them effectively to both technical and business stakeholders.
* Ensure Solution Architecture Alignment: Ensure that proposed and existing solution architectures are aligned with the project's needs.
* Detailed Design and Implementation: Oversee the development of detailed component specifications and their translation into detailed designs for implementation.
* Digital Platform Strategy: Develop a multi-horizon view and implementation strategy for digital platforms, considering long-term strategic goals and requirements.
* Project Management: Take full responsibility for the definition, approach, facilitation, and completion of projects. Ensure realistic project plans, effective leadership, and adherence to quality standards.
* Requirements Management: Define and manage scoping, requirements definition, and prioritisation activities, ensuring alignment with stakeholders.
* Stakeholder Engagement: Develop and maintain stakeholder relationships, acting as the point of contact and facilitating open communication between stakeholders.

Working Arrangements

* Location: Canberra, ACT.
* Hours: Full-time, 40 hours per week.
* Hybrid Work: The contractor will be required to work onsite at DVA's Canberra office for the first 6 weeks before a hybrid flexible working arrangement is considered. Any WFH arrangements will require the contractor to work a minimum of 3 days per week onsite.

Security Clearance

* Candidates must be able to obtain Baseline clearance prior to commencement.

Period of Engagement

* Estimated Start Date: Tuesday, 01 July 2025
* Initial Contract Duration: 12 months
* Extension Term: Up to 12 months, with 2 extensions possible.

Desirable Criteria

* Experience managing ICT projects supporting legislative changes.
* Experience delivering change for regulatory functions or similar initiatives.
