The Labrador Australian Football Club is seeking expressions of interest from qualified and experienced Project Managers to oversee the delivery of a new purpose-built undercover viewing area. This project is supported by a $300,000 grant secured through an election commitment by our local State Member, Sam O'Connor.
To ensure the successful planning and execution of this project, we are inviting quotes from suitably experienced professionals. The appointed Project Manager will be responsible for the full lifecycle of the project and must demonstrate a proven track record in similar community or sports infrastructure developments.
Scope of Responsibilities
1. Understanding of the Client Organisation
* Gain a comprehensive understanding of the club's structure, decision-making processes, financial and technical capabilities, and contractual knowledge.
* Engage with end users, including club members, community and sporting groups, to identify key requirements and resolve conflicting interests to optimise design and cost outcomes.
2. Project Knowledge
* Clearly define the scope of the project.
* Understand all aspects of the funding arrangement, including source, conditions, and limitations.
* Manage time constraints, such as alignment with sporting seasons and major club events.
* Monitor budgetary requirements, including benchmark costs, market conditions, and local context.
3. Design and Approvals
* Coordinate and manage consultants for the development of functional briefs and design documentation.
* Oversee the design process in compliance with relevant local and state government approval requirements (e.g., development and operational works applications, infrastructure designation, and building/plumbing approvals).
* Align scope with budget and ensure timely approvals ahead of construction.
4. Tender Process
* Adhere to the Queensland Government's procurement policies as stipulated in the Grant Agreement.
* Develop and evaluate tender documentation based on both price and non-price criteria.
* Ensure transparency and proper documentation throughout the tender process.
5. Construction and Technical Oversight
* Manage the project to meet time, cost, and quality benchmarks.
* Demonstrate a clear understanding of construction contracts (e.g., Design & Construct vs Fully Documented).
* Administer contracts effectively, ensuring roles and responsibilities are in accordance with legislation.
* Monitor construction stages and program timelines.
6. Risk Management
* Identify and mitigate risks across technical, financial, environmental, and political domains.
7. Communication and Reporting
* Provide regular and meaningful updates to stakeholders.
* Facilitate engagement with the Project Control Group (PCG) and other key decision-makers in line with the Grant Agreement.
* Chair and document meetings with the PCG, steering committees, and during the design and construction phases.
