Primary objective
Reporting to the Director, Integrity and Professional Standards, this role manages the Professional Standards Unit (PSU) and
provides operational leadership of investigation and review functions for the Commissioner of the Department of Corrections
(DoC). The role is the designated second‑in‑charge (2IC) to the Director, responsible for day‑to‑day staff supervision and
performance, and acts for the Director as required.
Key duties and responsibilities
1. Acts as the designated second‑in‑charge (2IC) to the Director, overseeing day‑to‑day staff supervision and performance, and
acting for the Director as required to support timely, high‑quality and lawful investigation outcomes.
2. Manage the confidential and complex activities of the PSU team to provide professional investigation and review services
for DoC.
3. Co-ordinate reviews, inspections and investigations, and monitor compliance with legislative and procedural
requirements.
4. Undertake investigations into alleged breaches of discipline under the Public Sector Employment Management Act or the DoC
Code of Conduct and prepare high level advice and reports to the Commissioner.
5. Coordinate investigations and replies to relevant complaint matters raised by external agencies and bodies in connection with
DoC activities.
6. Undertake investigations and inquiries into matters referred to by the Commissioner, including but not limited to critical
incidents, security incidents and deaths in custody.
7. Manage the collection, analysis, and appropriate preparation of evidence, and engage with legal counsel, to provide high quality
reports and advice to the Commissioner and other senior executives.
8. Represent the agency for inter-jurisdictional, court, coronial and anti-discrimination matters.
Selection criteria
Essential
1. Experience leading and developing an investigations team in a complex, sensitive, and confidential environment.
2. Substantial investigation experience including demonstrated achievements in the collection and preparation of evidence,
conducting interviews and preparing briefs of evidence and/or relevant reports.
3. Demonstrated experience in conducting reviews, inspections, and monitoring compliance, preferably in a regulatory
environment.
4. Demonstrated high level written and oral communication skills, with the ability to quality-assure the investigative work of team
members and provide technical and procedural guidance.
5. Excellent interpersonal and negotiation skills with the ability to influence change and represent the agency externally.
6. Demonstrated experience in managing very sensitive and confidential information.
Desirable
1. Experience in the operations of correctional services, criminal justice, regulatory or similar operational environment.
2. Relevant tertiary qualifications.
