Primary objective
To provide senior leadership and overall management of the professional conduct unit of the Teacher Registration Board and the
broader office, including management of all aspects of the Board’s disciplinary function with input into the development and
implementation of policy to support professional conduct. Provide expert advice to the Director and the Board on professional
conduct matters.
Context statement
The Board is an independent statutory authority that reports directly to the Minister for Education. The Board is charged with registering
persons as teachers in the Northern Territory and facilitating the continuing competence of teachers and quality teaching and educational
leadership in the Northern Territory. The Board is supported by its office in carrying out the management of its functions, as provided for
in its legislation and policies, including professional conduct matters.
Key duties and responsibilities
1. Provide senior leadership in the management of all aspects of the procedures for the receipt of notifications and complaints lodged
with the Board.
2. Manage disciplinary matters arising from complaints and notifications including providing information to teachers, employers and other
relevant stakeholders.
3. Prepare expert advice, high level ministerial briefings, reports to the Board and briefings for the Director in relation to the Board’s
disciplinary function, and legislation changes required to ensure the Board’s regulatory processes remain effective and efficient.
4. Manage the relationship with the legal resources provided through Solicitor for the Northern Territory and facilitate the identification,
sourcing and provision of legal advice.
5. As a senior member of the Office, contribute towards the overall strategic direction, planning and decision-making processes to support
the achievement of organisational objectives.
Selection criteria
Essential
1. Proven ability in conducting complex and sensitive statutory or administrative investigations and decision making.
2. Demonstrated ability to interpret legislative provisions and operate in accordance with the relevant legislation, including a
demonstrated understanding of administrative law principles.
3. Demonstrated extensive experience in the analysis, provision, and management of high-level advice to support professional standards
of practice including assessment, investigation, and professional registration processes.
4. Demonstrated high level interpersonal and communication skills with the ability to articulate ideas clearly and fluently, convey complex
information in a range of styles for a range of audiences.
5. Demonstrated ability to build and maintain effective networks with a range of internal and external stakeholders and interact
effectively with people from diverse cultures.
6. High level adaptability and flexibility including demonstrated ability to manage pressure and change in an environment undertaking
change, and to modify approaches to suit different people and situations.
Desirable
1. Relevant tertiary qualification, preferably law.
2. Qualification/experience in conducting investigations.
3. Ability to obtain a Working with Children Clearance.
