Associate Director Property Management
Grade: 11/12
Salary range: $149,739-$173,174 + superannuation and leave loading
Duration: permanent full time role, ongoing
Location: Hybrid with an in-office requirement two days a week in Sydney, Gosford or Bathurst. This may be subject to change in line with DCS workplace policies.

Lead the stewardship of a complex property portfolio that underpins critical communications infrastructure across NSW.

This is a senior leadership opportunity for a strategic and commercially astute property professional to lead the management and optimisation of NSW Telco Authority's property portfolio, balancing commercial outcomes, operational resilience, compliance and public value.
About the team
This role sits within the Strategy, Commercial & Risk Division in the NSW Telco Authority.
The Property Management team is responsible for the end‐to‐end stewardship of the Authority's extensive and complex property portfolio, which underpins critical communications infrastructure across NSW. This includes managing site tenure, leases, licences and access rights for operational telecommunications assets, supporting both business‐as‐usual operations and major projects.

The team works closely with internal stakeholders across operations, engineering, finance and projects, as well as external partners including landowners, service providers, councils and other government agencies. The environment is fast‐paced, highly collaborative and focused on balancing commercial value, operational resilience, compliance and public sector outcomes.
Your responsibilities will include

* Leading the strategic development, ongoing management and optimisation of a complex property portfolio supporting critical telecommunications infrastructure
* Providing authoritative, evidence‐based advice on property, leasing, licensing, governance and risk matters to senior leaders and executives
* Designing, implementing and continuously improving property governance frameworks, processes and controls to ensure compliance, transparency and consistency
* Overseeing leases, agreements, access rights and site tenure, managing sensitivities related to security, critical infrastructure and public sector governance
* Managing property‐related budgets, commercial commitments and contracts to deliver value for money and financial accountability
* Building and maintaining effective relationships with senior internal stakeholders, landowners, industry partners and government agencies, representing organisational interests
* Leading and developing a high‐performing team and contributing to complex projects, exercising sound judgement and autonomy while escalating strategic risks appropriately

To be successful in this role you will have

* Demonstrated senior experience in property, leasing, asset or portfolio management, ideally within complex or regulated environments
* Strong understanding of commercial decision‐making, contract management and risk management
* Proven capability to lead and develop teams, manage performance and build organisational capability
* Highly developed stakeholder engagement, negotiation and influencing skills
* Experience providing clear, authoritative advice to executives and contributing to strategic decision‐making
* Relevant qualifications in property, business, commerce or a related discipline, or equivalent industry experience

This role may require additional enhanced security vetting.
Nice to have

* Experience within the NSW public sector, government‐owned corporations or regulated infrastructure environments
* Exposure to telecommunications, utilities or other critical infrastructure property portfolios
* Experience working with whole‐of‐government policy settings, Treasury agencies or cross‐agency initiatives
* Demonstrated success designing or uplifting governance frameworks and operating models
