Primary objective
Lead an administrative team and be responsible for coordinating the berthing/mooring of vessels, asset and financial
management, including billing and invoicing functions associated with small vessel movements at the Frances Bay Marine
Facility to operate efficiently, safely and meeting the expectations of its customers and NTPS objectives.
Context statement
The Department of Lands, Planning and Environment is responsible for the management and operation of the Frances Bay
Marine Facilities comprising the Frances Bay Mooring Basin, Fisherman's Wharf, Raptis Wharf, Hornibrooks Pontoon and
Careening Poles and Sadgroves Creek Moorings. The work unit sits within Crown Land Estate which administers and
manages Crown Land on behalf of the Northern Territory Government.
Key duties and responsibilities
1. Develop and maintain financial systems and processes which aid the effectiveness of financial management of the
Frances Bay Marine Facility.
2. Identify and implement process improvements to strengthen internal controls and compliance.
3. Provide effective supervision, leadership, directions, advice, training and mentoring to the administration team and foster
a positive workplace culture through role modelling behaviour.
4. Manage annual Crown Land Licence process including preparation of approval requests. Approve invoice requisitions
prepared by the administrative team.
5. Contribute to the development of business cases, submissions and procurement requests.
6. Undertake activities to support the provision of efficient and effective services to customers as directed.
Selection criteria
Essential
1. Demonstrated experience in staff supervision, leadership and training including the ability to coach, counsel and motivate
staff while instilling a culture of teamwork and accountability.
2. Proven practical experience and knowledge in financial management and analysis with advanced excel skills and
experience in the use of computerised financial systems and ability to extract data, analyse and develop meaningful
reports.
1. Ability to prioritise and handle multiple deliverables in a dynamic operational work environment to meet strict deadlines
and identify and implement process improvement to strengthen internal controls and compliance.
1. Demonstrated understanding of Work, Health and Safety principles as they apply to a workplace including safety and
environmental issues relating to a marine environment or the ability to acquire knowledge within a short period.
1. Well-developed written and oral communication skills with demonstrated ability to drive change, achieve quality
outcomes and negotiate solutions to complex financial and operational issues.
1. Well-developed interpersonal skills including the ability to interact effectively with people from diverse cultures to build
and sustain strong relationships.
1. Experience in applying and interpreting legislation and processes related to the business unit, or the ability to acquire
knowledge within a short period.
Desirable
1. Tertiary qualifications in Finance, Accounting or related business discipline.
2. Understanding of commercial fishing industry including marine terminology and tidal movements.
